~Sometimes, Reality Stinks…

Last week’s Republic article which pointed out issues that the Main Street Plaza residents were having while living in their new digs in the downtown district was quite the eye-opener – apparently, more so for the residents than anyone else! They complained of noise from the bus service, traffic congestion, sirens from the emergency vehicles and more. To them I say…reality stinks, doesn’t it?

The residents paid millions of dollars for their compact digs, nestled right smack-dab in the middle of downtown central, adjacent to the Fifth Avenue shopping district, wedged between the arts and bar scenes and along a heavily trafficked corridor, yet they what…think this should be solitude and bliss? C’mon – get real. Scottsdale’s developmental focus is that whole 24/7 live-work-play environment. Perhaps these residents were sold a bill of goods as to what they could expect from the Main Street Plaza location? Did they honestly believe that there wouldn’t be noise?

Sure, they can walk to the arts district, shop in downtown without ever using their vehicles and indulge in the 24/7 environment so highly touted by those who sold them that "bill," but is that really what they wanted? Apparently not. Now, they are complaining that an adjacent art store, who wants to rent out their rooftop for cocktail parties, is a little too lively for their tastes. Let me repeat…24/7 live-work-play.

If these residents were looking for solitude, perhaps they should have purchased an acre or more of land in the middle of Idaho and built a nice retirement cottage. They certainly aren’t going to get any solitude living in the Main Street Plaza location or any other downtown area of Scottsdale for that matter. When the Waterfront facilities fill up and the Opus/Camelview residents arrive, the traffic in their area will worsen and they can expect a continual stream of that"24/7" flooding into their homes. With the influx of more bodies comes more crime, more sirens, more bus service, and more transportation woes. It will get worse before it gets better, if it ever gets better.

The truth of the matter is that there aren’t enough young, well-to-do individuals who desire this lifestyle in Scottsdale. Even if they do find some, how long will it be before they marry, have children and move out to suburbia (the one Manross and company are trying to destroy) to get away from the 24/7 lifestyle?. Just as the article indicated, now that Scottsdale has built this type of environment, it needs to find the right kinds of individuals to live there. The current residents at the Main Street Plaza location don’t fit that profile (Ecton, etc.), but they seem to have the monetary wherewithal to actually purchase the overpriced units. Finding residents that will fit the city’s outline for downtown living will be quite difficult at best.

City Mystic Jan Dolan said – build it and they will come…look what happened. Finding the right mix is, I dare say, easier said than done. Just another major faux pas in a continuing string for the Manross-Dolan duo who seem to court developers on a regular basis and state that THEY know what’s best for our City and its residents. Pshaaaaaaaaaaa!

~ Trolley Logo Update

Dave,

Things have been very quiet concerning the new Trolley Logo. Usually no news is good news but I'm no longer sure of that when it comes to Scottsdale stuff.

Would you kindly give me a full update on where that process is, and if a decision has been made, what is it?

I believe it was in January that we discussed this issue with the Transportation Commission.  At that time, they agreed with staff's suggestion that any further activity regarding the trolley logo be put on hold at least until after larger issues of concern, such as completion of the Transportation Master Plan, have been addressed. As a result, we have closed out the contract with our marketing firm, Asylum Pipeline. 

When work on this topic is re-initiated, we will be sure to let you know.

 ~ The High Rise Condos

It was interesting, No, down right sickening to read all the hype and hyperbole the Scottsdale Republic slobbered shamelessly all over their front page concerning the new downtown condos, as if all of us "normal folk" can afford to live there. Who cares what can be seen from the penthouse, we'll never see it anyway.

All we know is the skyscrapers take away from our views we once used to have that only the ultra rich can now enjoy while looking down into our backyards at the same time. They also overload our transportation system and use more electricity than an entire neighborhood of homes with the same population.

Wait until they find out that when they flush a toilet during the intermission of the Super Bowl that the metal sound they hear is the manhole covers on the sewer lines in the downtown area dancing down the streets and the sewers are overflowing everywhere due to the lack of proper planning on the part of the city.

Into every plan must fall a little problem, but city didn't plan for the stench this one will provide to the premier area and showplace of the city which is already quite prevalent, even if you suffer from allergies....................

~ WaterView Still a Mess, & Unsafe?

We just happened to be speaking with a resident at the north end of the proposed WaterView, and took a swing through there today to get the lay of the land.

How can this possibly be allowed under new OR old sign code?

If this is how Code Enforcement is "effectively doing their job", We're in the wrong business!

It is very evident that the Code Violations have not been properly addressed and are continually overlooked or not followed up which, as I remember, was one of the many failures pointed out in the recent Audit of the department.

Jan Dolan told many of us at a community meeting that SHE PERSONALLY would make sure the code violations were addressed and promptly and corrected.

It would seem, as with a majority of other very costly problems befalling the city of late, that Jan Dolan as City Manager is way out of her league and unable to perform her job as she herself publicly stated she could and would.

We have stated this before and will state it again here: Jan Dolan needs to go, NOW!!

Public safety hang-ups

I'm not sure how else to put this, so here goes. I was in the men's room at Fenway Park the other night, quite literally minding my own business, when I came face to face with a future that I never in my wildest dreams imagined could be mine.

It was an advertisement, strategically placed on the wall at eye-level where I, well, stood, a recruitment sign urging Red Sox fans to apply for a position on the Scottsdale Police Department.

Seriously.

This, of course, conjured up a few questions, most notably: Why? Were they looking for men with great aim? Was I on film? What exactly are the town fathers of Scottsdale seeking for their local constabulary: beer-guzzling baseball lovers who barely acknowledge the letter R?

But, wait a minute -- Scottsdale, Scottsdale, that's in Arizona, home to blue skies, 80-degree spring days, and this big round yellow thing that we used to call the sun. What could possibly count as a crime in such a place: Driving under the influence of happiness? Sunscreen trafficking? Dropping a ball more than two club-lengths from a hazard?

I can see it now, Scottsdale's finest, guns drawn, barking out, "Put your hands over your head and step away from the golf cart, dirt bag. We saw you ground your club in that last bunker."

So I called the number, 480-312-1933, and found myself on the phone with a man as pleasant as the city he represents, Greg Carlin, the chief recruiting officer for the Scottsdale PD.

He explained that the city and state are so awash in law enforcement money that they have recruited every available man and woman around town, so they have now cast their net afar. It began last year at Comerica Park in Detroit. This year, they have targeted the stadiums in Cincinnati, Seattle, and Boston.

"You guys always get sellouts," Carlin said. "And, it's tough to get on with the police department there. We try a lot of ads with people looking to get out of the bad weather and out of an area where the job market is not good."

Really, the weather's bad here? I hadn't noticed.

I ask him how bad crime must be in Scottsdale if they're desperately recruiting officers from all over the nation.

"We don't have a real high crime rate," Carlin responds. "It's a great community to live in."

The statistics bear him out. Last year, Scottsdale, a city of 237,000 residents, had five murders. Count 'em, five. It has, according to Carlin, 435 officers on the Police Department, and it is urgently hiring more.

Boston, on the other hand, had 74 murders last year and a department of roughly 2,000 officers, and the state government offers a few broken peanut shells to bring on a few more cops.

Why the difference?

"The city is in a good economic position, so we can add on positions that we need," Carlin said. "Our city councilor and city manager see the importance of public safety. They're not cut back, cut back. They're more, more, more."

Then, he mentions something called a "public safety tax," which I come to find out is a 0 .1 percent city sales tax that was passed in 2004, with all the money devoted to public safety, as promised.

That's great, isn't it? In a city with virtually no crime, they pass a funding mechanism to add more cops. Here, in a city with a rising murder rate, weak-kneed pols like House Speaker Salvatore F. DiMasi and his marble-minded minions starve the cities we should be trying to help.

Anyway, I ask Carlin if he has had any response from Boston. He said they had a strong reaction from Detroit last year, and they have already had interest from Ohio and Seattle this year.

Carlin said he got only one call from Boston, from a guy who was actually using the men's room, telling him so in language I can't use in the paper. And the guy hung up.

That's just perfect, a crank call, the only one -- Boston in a nutshell.

In so many parts of life, we don't know how to get out of our own way.

~ Fire Dolan or Employees Unionize

It's rather obvious that the majority of the City Council has absolutely no clue, or the cajoñes if they had a clue, how to handle the threat of the city employees to unionize.

Their comments would go something like "we won't be bullied into anything" or "The employees will never get enough people to sign up and the effort will fail". Wrong!!!

This council has absolutely no idea how many employees are on the verge of or have already been looking for work in other cities because of the totally lame and unprofessional way this city is being run by Manross, Dolan, and backed up legally by Robberson.

Hello!!! It's very obvious to anyone who has paid the least bit of attention that NOBODY is home in the Ivory Tower of city hall.

Has anyone had or offered to have an open meeting with the employees? Of course not because they know the employees are scared silly about losing their jobs for saying anything about anyone or anything, especially how the city is being run(?). 

God forbid they should say something constructive about how the city morale or competence could be improved from the depths to which it has fallen since the hiring of Dolan and the addition of Robberson as the legal hatchet for the administration.

For a city that used to pride itself on being a very open city with great, highly respected people in elected and appointed positions whom employees and citizens alike could speak openly and frankly with concerning problems, we have fallen to the depths of a deadly whirlpool of secrecy, chicanery, and deceit in a very short amount of time.

Do you really want YOUR city run in this manner?

It's time to raise the curtain on this mess. That's what the Scottsdale Activist is all about.

 ~ Transportation Dept. Spending Out of Control

At the Budget meeting last Thursday, Dan Worth who is the city's Municipal Services General Manager told the council "What we have done is deferred maintenance", "We have segments of roadway that are deteriorating more than we'd like them to deteriorate before getting treatment".

If it's true that we have a budget shortfall for street and roadway repair which is one of the prime infrastructure puzzle pieces, why is City Manager Jan Dolan and Transportation Director Mary O'Connor spending Millions of tax dollars on unnecessary, unneeded, non-requested, and non-public approved neighborhood entry islands, traffic circles, traffic round-a-bouts and other totally unnecessary and worthless items when the money could have gone to basic roadway  maintenance and repair?

~ Manross has Zero Class

If Mayor Manross had any class or cared about Scottsdale 1/10th as much as she claims, she would have accepted the lunch date with Jason Rose and taken it in stride to sit down face to face with those whom have caused her "strife" (if that's what you want to call it) over the last few years with a smile and a friendly hand while being open to suggestions.

Instead, she showed herself to be the ultimate snob and prude that many have said Scottsdale is becoming because of her ridiculous public behavior. She represents the city through her position as the mayor, therefore her actions do the same. YuK!!

It's truly a shame that this woman has become so attached to herself that she can't "lower" herself from her self-built Ivory Tower to meet with those who find her programs and plans for the city objectionable but who are actually some very nice and reasonable citizens to most.

We think the Lingerie Bowl would be a real Hoot, bringing in lots of dollars into the city coffers, and would show that the city of Scottsdale does enjoy humor and can be a bit ribald from time to time.

 ~ West World in a World of Financial Hurt

It's very interesting that Brad Gessner, who resigned as the General Manager of West World, (we understand under heavy pressure from Dolan) was the apparently the most productive and proficient of managers for West World.  Brad wasn't the most liked but he did an excellent job of running the venue to save taxpayers money and promote the events.

Under his direction, West World was very close to being self-sufficient. Since his resignation, Jay Collier has been serving as the West World Events Direction under the control of City Manager Jan Dolan and her dutiful and compliant Assistant City Manager Roger Klingler. Mr. Collier has now resigned most probably for the same reason Mr. Gessner did. Under the management of Dolan and Klingler, West World has gone from limited success to total, dismal failure.

With that in mind, the city has reportedly decided to amend the General Plan  to add a regional use overlay to the land it owns at West World. Is that going to done with, or without a public hearing and public input (that they rarely accept anyway)?

Is this being done so that part of the land can be sold to Barrett-Jackson? Or maybe secretly traded to Hualapai LLC for the Hualapai Water Plant from whom Barrett-Jackson will then purchase it just as Los Arcos was sold by Ellman to ASU with the city then buying it at twice the value??

Reportedly, if the city won't build Barrett-Jackson the building he wants, he doesn't want the land because he won't spend his money for both the land and the building.

Jan Dolan along with Roger Klingler and the Barrett-Jackson people are apparently not on good terms at all therefore, look for the out-of-code tent to become a permanent fixture at West World being that the public does not support putting out taxpayer dollars to build a new Event Center estimated to cost possibly 80 million dollars or more but has decided to spend 2.5 million on a new tent cover.

Dolan will put a good face on things and tell you that they are having good discussions while Barrett-Jackson will tell you Dolan and Klingler are trying to sandbag them, so what's new? Dolan is not on good terms with the State Land Trust Department and the Flood Control District as well as other agencies. California tactics don't work here, in fact they are abhorred in Arizona. Take a look at the problems in California and you'll immediately know why.

Why does the Council continue to allow Dolan to make mistake after mistake after costly mistake?

It seems that the Keystone Cops team of Dolan, Klingler, Ekblaw and some subordinates have taken the West World venue from being close to break even to an approximated deficit of 1.3 million dollars in 2008.

What does this group have up their sleeves? Exactly why is a once break-even venue failing so badly? No one knows because the entire process is so secretive.

What does the "success" of West World say about the management style and acumen of Dolan and her puppet Klingler? Almost paying for itself to a 1.3 million deficit?

You already know the answer to that question don't you.................

 ~ From Under What Sleazy Rock?

In the Thursday Scottsdale Tribune, a letter to the Editor from a William Lindley was rather ridiculous and a lie from everything we know about Councilman Littlefield and his stand on the issue of light rail. (See Littlefield's reply under Letters to the Editor)

  • What sleazy rock did this Lindley dude come out from under?

  • He claims to be a Scottsdale resident, but is he really?

  • Who is the Arizona Rail Passenger Association?

  • Why are they attacking the one person who has been adamantly as well as publicly against the preposterous suggestion of light rail from the onset?

  • Who pays him to make such snide and untruthful statements?

It would seem that this is just one more of the vicious, virulent attacks that will be thrust upon the voters of Scottsdale in a failed attempt to make light rail a viable venue up Scottsdale Road by discrediting the opponents of this horrendous and money pit of a mistake through total lies, innuendos, and massive misinformation.

 ~ Something Terribly Wrong in Downtown

As we have been telling everyone over and over again for over 2 years, the city government under the control of Mary Manross, Jan Dolan, and Company have totally abandon the aging infrastructure in the entire southern portion of the city in favor of the glitz and glamour which they think gives them credibility with the taxpayers.

Wait until the taxpayers get the bill for millions of tax dollars to tear up streets and other areas of the city to install a completely new sewer system to accommodate the new condos and other high rise, high density additions to the downtown area.

You think we have traffic congestion now? Just wait until they try to cover up this massive blunder by calling it something else to save their sorry butts!

The stench from the downtown area will not go away until the infrastructure is upgraded at a horrendous cost to the taxpayers.

The Stench from City Hall will go away once we fire Jan Dolan, Deborah Robberson, and elect a responsible, responsive mayor and some new members to the city council in 2008.

 ~ Rust, Dark Colors, and Tin Sucks !!

So the south is not the only area of the city suffering with rusty art and buildings of nasty, heat absorbing colors or tin as part of the building.

The new Aquatic Building and the new Arabian Library in the northern portion of the city are heavy in rust and tin according to Marianne Visco in the April 19th Scottsdale Republic.

What is wrong with the people who choose these types of construction? Why can't we find out who makes these outlandish decisions? For obvious reason I'm guessing............

This type of "Art" or construction doesn't represent the desert in any way shape or form unless it is an old run down, has been mining operation which has long ago been abandon.

Where are the colors of the desert? the pastels, the soft reflective colors with just a touch of some brilliant colors representing our sunrises and sunsets?

 ~ SkySong Really Needs to be Renamed

The grandiose Hoopla and over the top description of the soon to come savior for the south was originally and loftily named "The ASU Scottsdale Center for New Technology and Innovation" as perpetrated on an unsuspecting citizenry by a conniving and secretive mayor and her cohorts.

Now the city just calls it "SkySong, ASU Scottsdale Innovation Center".  What happened to the "New Technology" part and all of the grandiose designs and plans? As you can see by the picture, those plans as with the other promises have been dumped down the hole in the proverbial outhouse. What has come in it's place is a Plain-Jane, run of the mill office building.

Let's tell it like it is. We have and will pay for it forever as well as have to deal with it somehow so lets call it what it will REALLY be: The South Scottsdale Commerce and Office Center. Drop the SkySong moniker as well, it no longer fits or represents the project: Dump the "Diapers" while we're at it. There will never be any serious amount of high tech or innovative research going on here, it is simply an office park with living quarters plain and simple so lets call it what it is: The South Scottsdale Commerce and Office Center.

Let's see what we can do to make at least a rayon purse without a clasp or decoration out of a dead  sow's tattered ear.

  • If we ever get some retail there, support it if it deserves support through proper product pricing.

  • If we get some educational programs going there, support them.

  • If the apartments become a problem, come down hard on the offenders to keep the community safe from a slum attitude among it's residents.

  • Help surrounding businesses be successful because The South Scottsdale Commerce and Office Center  will never be able to be the key on it's own. Lowe's has already shown to be the key to revitalization in the south.

We will have this "Albatross by Manross" around the necks of us, our children, their children and their children, etc. for the next 198 years so we might as well accept that fact and get on with it.

 ~ The Scottsdale Activist Answers Cindy Smith

We read Cindy Smith's Letter to the Editor in the Friday, April 20th Scottsdale Republic and were taken back by her lack of information concerning the city operation as well as her lack of compassion for those of us who have lived, worked, played and prayed here for decades to make the city as good as it is today.

  • If it wasn't for the city activists, Code Enforcement wouldn't exist, nor would a score of other civic minded organizations supported by the city.

  • If Code Enforcement was doing it's job, slums and run down rental properties wouldn't exist.

  • If the City Manager was doing her job as she was hired to do, we wouldn't have streets and roads in need of repair, or a General Fund which is overspent in the millions of dollars due to poor planning and unnecessary spending (See Graham Kettle's Letter to the Editor).

  • If we had a City Treasurer as required by the City Charter, there would be a far better control on city spending with more checks and balances.

  • If we had a City Attorney who was legally hired and lived within the city as required, and could come up with the correct answers without hemming and hawing all over the place, we wouldn't need the largest legal staff in the valley per capita.

  • If the city staff actually discussed plans with the public instead of already having their decision made, and then as a courtesy, allow public comment to no avail, we'd be far better off.

  • If the Mayor and Council Majority didn't do many things behind closed doors, there wouldn't be a problem from the start.

  • If the city didn't play "favorites" with certain builders and developers while cutting the legs out from under others, the city would be designed far better and with more desirable family amenities.

  • If City Planning had done their jobs, we would have new infrastructure to carry the water, electrical, phone, and sewer to the new high rise condos downtown, not the stench we have permeating the area now.

  • If it wasn't for the scores of Activists, that you call "Chronic Complainers" who have worked tirelessly as volunteers over decades to make the city better, there wouldn't be the respectable Scottsdale we have today.

We would like to know how many hours Ms. Smith has spent volunteering on city projects, city boards, commissions, or committees, How many times has she attended a City Council, Planning Commission, Neighborhood Enhancement, School Board, or DRB meeting?

Until you can match the vast number of volunteer hours the Activists in Scottsdale have amassed over just the last couple of years working with and for the city, and have voted in every single election since you have lived in Scottsdale, you have absolutely no business calling anyone a "Chronic Complainer" when you must be a "Chronic User and Taker" of the things we have fought long and hard to accomplish.

 ~ Chaparral Road

There is only one solution for Chaparral Road and it has been known for over 17 years, and yes we know we will make some enemies here, but it needs to be widened just as McDonald was.

20 homes were taken on McDonald and the owners were helped enormously by the city to make the transition. The city would do as much or more this time.

There are 20,000+ vehicles using Chaparral as it is now with more to come. Making it a single direction one time of day and the other direction the rest of the day will cause head on accidents through mass confusion as well as more precious fuel being used (adding even more pollution) by those who have to circumvent their route to get where they need to go on either the west or east side of that tiny area.

Sorry, in our opinion the only choice is to widen Chaparral with fair and adequate compensation to the owners with a reasonable time frame to move. That would be in the best interest of the local businesses, the 20,000+ users of the roadway daily, as well as the residents who will hate to move but will be much safer living in a much quieter and safer location as those on McDonald found out after the fact. Backing into heavy traffic is a major problem no matter how you look at it.

~The States Photo Radar Budget:

Okay, it appears the insanity regarding photo radar systems on the State Freeway is taking another turn for the worse and this time the State Legislators are making it that way.

I am sure most of you have heard that the new plan to put photo radar on the State Freeway system is being packed into non other than the State Budget, and I would suppose it is being done this way for a reason, the problem is the new plan makes it just as illegal as the last plan and some people at the State level just do not get it.

American Traffic Solutions (ATS) is lobbying your State leaders to do some very unethical and outright illegal and outrageous actions so they can do nothing more than increase profits and decrease operating costs.

The worst part of the plan is that they no longer will be required to have a clear photo of the driver, just your license plate.

The only thing I can say to this is; try to bring me to court and tell me that I was speeding because the burden of proof is on the Prosecutor, not the defendant and if you cannot prove without a doubt I was the driver, then screw you!

What I can see is a huge increase in tickets being again overturned by the higher courts like they are under the current process.

ATS is claiming that under this system they can make the revenue from the tickets increase by 40% and they would also be the ones to take the larger chunk of that 40%.

So, why the push to remove the requirement of a picture of the driver you may ask?

Well, as I have told you on numerous occasions before, the systems carry an over 40% failure rate to obtain a clear picture of the driver and at times, even the license plate. This is also the reason that with the Scottsdale System, the city has not been able to prosecute or even cite hundreds of thousands of the tickets, which by the way you have not heard any more about the amount of tickets being sent out compared to what has actually been snapped by the cameras.

How can our State Leaders accept such a ridicules offer to try to subvert the due process of the "law" and do they really think that the courts will stand by such an action?

GREED FOR THE MONEY!

Lets face it folks, ever since this issue has started with the systems on the freeway, started by a city that has no jurisdiction to even do this on a state freeway, and then hires what was supposed to be a "neutral person" (we pointed out the past work he did with the city on photo radar) to complete another study that is so out of whack with reality, how do you really expect our state leaders who are looking for more money anyways, not to start salivating over the dollar signs because it sure as hell has nothing to do with safety.

I really do not know what to tell the residents of this State regarding the actions or lack of actions from our State leaders as I have been over this time and again with many of them and I continually hear from them that they oppose photo radar on the freeways and now of all things they are getting ready to make this something that cities can use to say all they need is a picture of your license plate to fine you.

Can you see the dollar signs rolling in their eyes and the drool slipping from the sides of their mouths?

Again I also have to ask where the money is going to go as I have heard no comments of the money going to hire more DPS officers, something this State seriously lacks in.

What I really want to know is when the state is going to allow us to weigh in on the issue by a public vote?

I have heard that the State wants to make changes to initiatives and referendums because they do not like the laws we create by their lack of understanding in regards to our protections, and rights, but cannot agree to let the voters decide on issues like this when they know darn good and well this is exactly the types of issues that require a vote of the public they plan to rip off.

It looks as though the State will not allow us to make that decision as it may crimp their plans to turn some huge dollar signs, and then they will be mad when we have to place it on the ballot without their consent.

Does anyone else see the irony and stupidity in this or is it really politics as usual and screw the little folks because we do not have lobbyist defending us as that is the only way you can make the State listen and hopefully vote with the people instead of always voting against us?

Since this article is also going to the State Legislators, I would like to exclude any of those at the State that know exactly what we are saying about this issue and have worked to try to kill this stupidity on our freeways for all the right reasons.

Mayor and Council,

As I am unable to attend the Budget meeting on 4/19, I thought it would be helpful to send you the following information so that you can begin to take the necessary actions to correct the budget problem. I will deal specifically with operating costs in this communication although, as you well know, I have also flagged serious issues with the debt levels/proposed capital spend of the City. More on Capex when I return.

With regard to operating costs the following table, I believe, succinctly sums up the issue you have to deal with (all numbers are taken directly from documents prepared by staff). It is not acceptable for the expenditure increase in 2006/07 to be over $21m higher than the growth in revenues. The proposed budget for next year and the other four years of the five year plan show costs rising by a further $23m higher than revenue growth. The base year is the ACTUAL CAFR numbers for 2005/06 and so what is being proposed is a plan to increase costs by $107m while revenues will only rise by $63m as compared with 2005/06. This is a most unacceptable state of affairs and will indeed put into jeopardy Scottsdale’s AAA rating. Scottsdale needs to demonstrate prudent fiscal management whilst looking to enhance quality of life at a pace that can be afforded. This budget is a classic example of living beyond our means.

The heart of the problem is the rapid increase in the cost per FTE. As you can see from the chart below, costs per FTE are rising dramatically in both this year, 2006/07 and again next year. So we have the dual problem of not only having too many staff in some departments but also that the cost per FTE is rising way too fast. On this basis it would be irresponsible to approve the compensation package increase of 3.5% + 2.5% + 5%, with the exception most probably of the Police Dept. It was conveniently not mentioned last week that although the cost of living increase for staff over the last few years was slightly lower than the CPI, that actually because of the very generous merit increases that have been handed out, that in fact average staff compensation has increased much faster than the CPI. Once again, look at the big picture and not just a few pieces of that jigsaw puzzle. You need to come to terms with the fact that we do have a bloated bureaucracy and that action needs to be taken such as de layering management, productivity per employee etc, etc.

The numbers for the Fire Dept for 2004/05 are based on the headcount reported in the Fire Dept presentation last week.

While Scottsdale’s problems are now serious, they can be solved quickly with decisive action and the implementation of proven management techniques. Changes in leadership may well be required to make this happen but that is a primary role of the City Council to deliver the required performance and uphold your fiduciary responsibilities.

~ Who Is Rick Kidder??

This is in response to Rick Kidder's Scottsdale Voice column in last Saturday’s Scottsdale Tribune.

All I hear about from the Scottsdale City Council, City Manager Jan Dolan, staff and all the other underlings is "we have to have a study" on light rail.  Does anyone know what a study by the City Council and Jan Dolan means?  It means hiring a company, paying thousands and thousands of dollars, telling that company what to bring back to the table and then the Council can say "see this is what the study told us."

It will cost each of them a couple of bucks just to drive west on Camelback Road and check out what light rail will do to our beautiful Scottsdale Road.  What a mess!  The businesses are in shambles with signs that read "light rail sales."  Few of them will survive.

Residents of Scottsdale should also drive west on Camelback.

Wake up people!  Who in the world will ride it?  Rick Kidder said: "Our residents need easy ways to get around, our visitor’s do not all need to rent cars, our seniors cannot drive, our students need to get from place to place".

Our residents will not walk blocks in the heat to use it, our visitors will ride it maybe once (they are scattered all over the city), the seniors who cannot drive will certainly not walk blocks when they can't even get into their own cars, and our students, what a joke.  They all have cars of their own.

Who is pushing this disaster and who is getting money under the table?  This the question I want answered. 

Let's do a study on THIS issue:  Who is pushing this insane and destructive disaster and why?

~ William Lindley a Prevaricator of Lies & Misinformation?

The claim made in a recent letter printed on the Thursday pages of the Scottsdale Tribune by the Director (William Lindley) of a local light rail advocacy group stating that I have "admitted that any study of the facts will show that light rail is a good idea" is typical of the disinformation that these groups put out. 

As the letter writer well knows full well, this is not what I said.  I said that these light rail studies are not really studies at all.  They are actually thinly-disguised commercials for light rail.  Their goal is to produce a pre-determined, pro-light rail outcome, which can then be used as political cover by light rail supporters to attempt to justify spending hundreds of millions of Scottsdale’s tax dollars on a boondoggle that even they admit will not reduce congestion and pollution.

My position has been and remains that light rail is a bad idea for Scottsdale.  It is especially a bad idea for Scottsdale’s Downtown, whose unique character and economic vitality would be destroyed by light rail.

~COGS UpDate!

NEXT GENERAL MEETING is:

Monday, May 7th, 7-9 pm
at the Granite Reef Senior Center, Room 7 north of McDowell on Granite Reef

Topic for this meeting will be YOUR OPINION. We are looking for input from you on issues impacting your neighborhood.

As you know, sound land use policy is one of goals of COGS. We feel the City cannot formulate a sound policy that serves the residents without input from the residents. That’s where you come in. Come to the meeting and bring friends! We have plenty of room for everyone.

Refreshments only. We are planning to have beverages available and possibly some snacks. However, we’ve scheduled the meeting a little later in order to give everyone an opportunity to have dinner with their families, so we are not planning to serve food.

Our next Board meeting is tentatively scheduled for next Monday 23 April at 4 p.m. Board meetings are primarily intended to be for conducting administrative business of the organization that would otherwise take away from the time available during our general meetings.

However, anyone who would like to have input at the Board meeting is welcome to attend, or can email/phone their concerns to me. If you want to attend, please let me know as soon as possible. We do not generally plan for attendance at the Board meetings beyond the Directors and maybe one or two others, and choose our meeting place accordingly. With plenty of notice, however, we can accommodate as many as wish to attend.

The website is live at www.COGSaz.org. This is a very basic information page at this point, but we have big plans for it to be a community resource, and a way for the community to communicate to us. Keep watching for updates.

Membership applications are done. It is linked on the website. As we have time, the website will have the capability to fill out the form online and submit electronically. Meanwhile print as many as you want and have prospective members bring with them to the meeting.

~ City-Owned Building Maintenance

I was reading your bio that was handed out in the City Government 101 class and read that you have, "over 16 years of municipal government experience on capital improvement program/operating budget planning, budgeting and administration and recreation programming."

I am still not clear as to why buildings such as The Scottsdale Center for the Performing Arts building is in such disrepair?  You said because it is old. So is my house but I value and maintain it.

Could you please email me a list of the other 236 buildings that the city owns.

Patty,

Thanks for the follow up from the Scottsdale 101 presentation on the Community Services Department last night.

I am sorry that you feel the Scottsdale Center for the Performing Arts building is in such disrepair. As I mentioned in our conversation last night, our Council and City Management provide a considerable amount of ongoing maintenance funding each year for all City maintained buildings. Our Facilities Maintenance staff provides routine and regular maintenance and repair on these buildings including interior and exterior painting, carpeting and flooring coverings, HVAC (heating, ventilation and air conditioning) plumbing, electrical and general building repair. We continue to keep the facility maintained to meet city building requirements and provide a safe and enjoyable environment for our residents and visitors.

As you may know, improvements to the Scottsdale Center for Performing Arts have been presented to the City Council for their consideration in the FY 07/08 Capital Improvement Program (CIP) budget hearings.

Council will continue to review and discuss the CIP budget at regular budget meetings scheduled for Thursday evenings between now through May 8th. The City Council is scheduled adopt a final budget on June 5th. Citizens are welcome to attend any of these meetings and share their comments with the Council. ~ Excuse US……………

Excuse me, are we waiting for the Master Transportation Plan or not?

Well, here is one for the folks over on Chaparral Road as I am sure you are aware that the council does not want to do anything counter productive to the million-dollar plan.

Since this fiasco started, there have been multiple attempts by residents and business owners, to ensure certain things from this plan do not happen, like Light Rail down Scottsdale Road and the 17-year-old Chaparral Road bottleneck problem.

However, I think the council speaks from the sides of their forked tongues or they sure as hell are as clueless as they appear because if activists have been watching the little cards and emailed city updates, as well as the council agendas, they would have noticed certain things like I caught again today in a snippet from the land of Oz (the city) in a one of those e-mail updates.

SEVERAL SCOTTSDALE ROAD SECTIONS RECEIVING TRAFFIC EVALUATIONS

To continue to ensure the safe and efficient traffic flow for Scottsdale residents; the city evaluates existing traffic operations and suggests improvements or changes if needed. Speed limit studies are underway for the following roadways to determine if the existing posted speed limits are still appropriate:

** Oak Street from 64th Street to 56th Street
** Lafayette Boulevard from 68th Street to 64th Street
** 68th Street from Continental Drive to Chaparral Road
** Camelback Road from 64th Street to Hayden Road

Other studies are underway for the following intersections to determine if left-turn arrows are appropriate:

** Miller Road at Osborn Road
** Indian School Road at Pima Road
** 78th Street at Camelback Road

Now this is just one of a few dozen I have been watching and tend to ask myself these questions.

  • If we are already doing things like this to ensure traffic flow, then why the hell are we having to wait on the 17 year old issue and not taking the issue of widening it off of the table?

  • Why are we, the city, in all of its infinite wisdom about traffic flow (?), suggesting improvements when this plan is going on? I mean really, they have done such a great job with traffic flow so far huh?

  • Why is it okay for the city to screw around with the plan but the residents have no say, or are told "we have to wait" because bad suggestions are already appearing from the city.

  • Maybe folks should check this out also as I found this interesting.

    Honey, did you fart?

    I read today that the stench over on the Waterfront Development has again reared its ugly head, just in time for the new residents to the area to catch a whiff of.

    I suppose that is what happens when you stress an already tired and old infrastructure with a newer one but what is going to be even more interesting is what the Downtown will start smelling like when everyone gets moved in and starts flushing.

    They have this same problem in South Phoenix and other older areas of Phoenix where they have developed intense density increases on old infrastructure and the smell is the same and only is getting worse. I read an article in the paper not to long ago on how they plan to fix that and it was not cheap. (hello hefty property tax increase)

    There was another spot in downtown that had the same problem to the east of this, and in that situation the city claimed it was coming from the "storm drain" which would really scare me if true as I am not sure how sewerage is getting into the storm drains but was fixed by asphalting the curb cut for the storm drain over and begs the question of if the stench is now on the move, or the much bigger problem I believe it is.

    If I am correct, then we can all get used to the meaning of the West Most Western Town coming back in short order, only the stench won’t be from horse manure.

    Remember that City Manger Jan Dolan assured the Arizona Republic that the city had the waste issues well in hand for these new residents just under 2 years ago, and the council of "Oz" bought it.

    So, the new words of laughter that will be heard downtown will probably be something like this, "Hey, Open the "Doors" and let some fresh air in!"

    For those who did not catch it, the "Doors" refers to our new art work in front of PF Changs.

    So, where is the Beef?

    I read that Sky Swamp gained a new tenant this week and they came from all the way over in, wait, this can’t be right, they are already based in Scottsdale?

    Okay, so, another milestone for the city I guess, to have been able to move a company already based in Scottsdale, to another location in Scottsdale in order to "forge a close relationship with ASU" must really be a big advancement in the project.

    Locating at Sky Swamp will help its portfolio companies to "share ideals and network with others", something that must not have been able to be accomplished at their present Scottsdale location.

    I am sure that with all the space they rented, wait, that cannot be right either, they rented a space that is smaller than most North Scottsdale Homes, 3000 Square Feet, that must have been a misprint and they must have really gotten 30,000 square feet; right folks?

    Hey, where the heck is the retail for this part of the project folks?

    When is ASU going to announce the lower floor retail people or a restaurant?

    I predict our first retail store to be a Starbucks and an Einstein Bagels, linked by light rail to another Starbucks and Bagel shop, so all those new residents they approved to live there can go to one not by their rental units.

    Well, thanks for listening and see you all next week, as I need to go and get some aspirin for this headache I just got thinking about the "Stinking Mess" we’re in the middle of.

    ~ Food for Thought, Take it or Leave it 

     
    ~ Be Thankful… and Think About This

    The other day I was reading Newsweek magazine and came across some poll data I found rather hard to believe.  It must be true given the source, right?

    The Newsweek poll alleges that 67 percent of Americans are unhappy with the direction the country is headed and 69 percent of the country is unhappy with the performance of the president.  In essence 2/3s of the citizenry just ain't happy and want a change.

    So being the knuckle dragger I am, I started thinking, ''What are we so unhappy about?''

    Is it that we have electricity and running water 24 hours a day, 7 days a week?  Is our unhappiness the result of having air conditioning in the summer and heating in the winter?  Could it be that 95.4 percent of these unhappy folks have a job?  Maybe it is the ability to walk into a grocery store at any time and see more food in moments than Darfur has seen in the last year?

    Maybe it is the ability to drive from the Pacific Ocean to the Atlantic Ocean without having to present identification papers as we move through each state?   Or possibly the hundreds of clean and safe motels we would find along the way that can provide temporary shelter?  I guess having thousands of restaurants with varying cuisine from around the world is just not good enough.  Or could it be that when we wreck our car, emergency workers show up and provide services to help all and even send a helicopter to take you to the hospital.

    Perhaps you are one of the 70 percent of Americans who own a home.  You may be upset with knowing that in the unfortunate case of a fire, a group of trained firefighters will appear in moments and use top notch equipment to extinguish the flames thus saving you, your family and your belongings.  Or if, while at home watching one of your many flat screen TVs, a burglar or prowler intrudes, an officer equipped with a gun and a bullet-proof vest will come to defend you and your family against attack or loss.  This all in the backdrop of a neighborhood free of bombs or militias raping and pillaging the residents. Neighborhoods where 90 percent of teenagers own cell phones and computers.

    How about the complete religious, social and political freedoms we enjoy that are the envy of everyone in the world?  Maybe that is what has 67 percent of you folks unhappy.

    Fact is, we are the largest group of ungrateful, spoiled brats the world has ever seen.  No wonder the world loves the U.S., yet has a great disdain for its citizens.  They see us for what we are.  The most blessed people in the world who do nothing but complain about what we don't have, and what we hate about the country instead of thanking the good Lord we live here.

    I know, I know.  What about the president who took us into war and has no plan to get us out?  The president who has a measly 31 percent approval rating?   Is this the same president who guided the nation in the dark days after 9/11?  The president that cut taxes to bring an economy out of recession?  Could this be the same guy who has been called every name in the book for succeeding in keeping all the spoiled ungrateful brats safe from terrorist attacks? The commander in chief of an all-volunteer army that is out there defending you and me? Did you hear how bad the President is on the news or talk show?  Did this news affect you so much, make you so unhappy you couldn't take a look around for yourself and see all the good things and be glad?

    Think about  it......are you upset at the President because he actually caused you personal pain OR is it because the "Media" told you he was failing to kiss your sorry ungrateful behind every day.

    Make no mistake about it.  The troops in Iraq and Afghanistan have volunteered to serve, and in many cases may have died for your freedom.  There is currently no draft in this country.  They didn't have to go.  They are able to refuse to go and end up with either a ''general'' discharge, an ''other than honorable'' discharge or, worst case scenario, a ''dishonorable'' discharge after a few days in the brig.

    So why then the flat-out discontentment in the minds of 69 percent of Americans?  Say what you want but I blame it on the media.  Their credo for headlines is "If it bleeds it leads" and they specialize in bad news.  Everybody will watch a car crash with blood and guts.  How many will watch kids selling lemonade at the corner?  The media knows this and media outlets are for-profit corporations.  They offer what sells, and when criticized, try to defend their actions by "justifying" them in one way or another.  Just ask why they tried to allow a murderer like O.J. Simpson to write a book about how he didn't kill his wife, but if he did he would have done it this way......Insane!

    Stop buying the negativism you are fed everyday by the media.  Shut off the TV, burn Newsweek, and use the New York Times for the bottom of your bird cage.  Then start being grateful for all we have as a country.  There is exponentially more good than bad.

    We are among the most blessed people on Earth and should thank God several times a day, or at least be thankful and appreciative.

    National Anthem triggers rioting at Busch Stadium

    The 50,000 fans at last night’s game between the St. Louis Cardinals and Houston Astros got more than they expected. They got a political lecture along with their baseball. They also had the game cancelled when the riot police and National Guard were called to the stadium.

    It all began when the fans stood for the National Anthem, expecting Country & Western star George Gay to sing his famous rendition of "The Star-Spangled Banner." Instead, they heard him exclaim, "Happy income tax day!"

    The crowd erupted with a mixture of boos, cheers and applause.

    Gay then said, "Before singing, I’d like to remember all of the St. Louisans who are not baseball fans but who were taxed for this stadium. Without their subsidy, a family of four might have to pay more than the current average of $300 for tickets, beer, soda, hot dogs, and nachos covered in cheese. A round of applause, please, for the generosity of the non-fans."

    With that, the stadium thundered with applause.

    "And let’s not forget President George W. Bush," Gay continued. "No, this stadium wasn’t named after him, but the self-acclaimed conservative did make millions from the subsidized Texas Rangers."

    The boos were deafening.

    After letting the boos continue for five minutes, Gay yelled, "QUIET! QUIET, PLEASE."

    Then he said, "For those of you in the stands who will be getting a refund check from the IRS, or who get an earned income tax credit, or who are supported by the government during the year, please sit down."

    About half the fans sat down.

    "Those of you left standing," Gay went on to say, "are supporting those who are sitting. Look at your seated neighbors. No doubt, they are emaciated and dressed in rags, too poor to afford enough calories, decent clothes, and medical care for their clogged arteries. If you have a heart, you’ll buy them a hot dog and a beer."

    Nervous laughter rippled through the stadium.

    Gay continued, "By my guess, it looks like 25,000 fans are left standing. About half of you, or 12,500, paid almost nothing in income taxes, thanks to the generosity of the remaining 12,500 who paid about 84 percent of all income taxes. But at least all of you who are standing paid something towards national defense and other federal services, even if it was a pittance, unlike the 25,000 who are sitting and paid nothing."

    Gay’s next words triggered the riot: "It seems to me that people who don’t love their country enough to pay taxes should stay seated and not join us in the National Anthem."

    He got out only four words of "The Star-Spangled Banner" when fights broke out in the stands and cheese-covered nachos rained down on the field, covering the grass, base paths, bases, and Gay’s clothes and guitar.

    Stadium officials say it could take days to remove the cheese. National League officials are considering a ban of nachos and the National Anthem at games. And Senator John McCain (R-AZ) is co-sponsoring a bill with Senator Russ Feingold (D-WI) to ban political speech within 60 feet of a baseball stadium. McCain says that the bill has nothing to do with the fact that he married into one of the richest Anheuser-Busch distributors in the nation and sells millions of gallons of beer at baseball games in subsidized stadiums.

    The vowel on the end of my name has attracted racist idiots and ignorant dealers in stereotypes all of my life.

    So what?

    One time, I was the keynote speaker at a conference of public school teachers. When the master of ceremonies introduced me, some blacks in the front row cracked jokes about the Mafia. Ironically, the theme of the meeting was diversity.

    So what?

    A former boss of German ancestry regularly called me an "Eyetalian," but didn’t refer to himself as a Kraut.

    So what?

    Much of the impetus behind the public school movement in the mid-nineteenth century came from the WASP establishment wanting to put "Papist" schools out of business and teach the King James Bible to Italian immigrants in public schools.

    So what?

    In the late 1930s, the mainstream media, including Look magazine, printed ethnic slurs about Italians. For example, it was written that baseball great Joe DiMaggio was not a typical Italian, because "he didn’t reek of garlic and put bear grease in his hair."

    So what?

    When former New York Governor Mario Cuomo ran for the presidency, concerns were raised about his ethnicity.

    So what?

    I say "So what" because discrimination by nincompoops doesn’t matter and has absolutely no effect on how I think of myself. Why should I care what a nincompoop says, especially one as pasty-faced, bigmouthed and ignorant as Don Imus?

    The only discrimination that matters is discrimination by the government, because the government has the power to enforce discrimination at the point of a gun.

    If the southern states had protected the rights of blacks at the point of a gun instead of enforcing slavery and Jim Crow at the point of a gun, the racism of southern white crackers wouldn’t have mattered in matters of importance. Blacks would have started their own businesses, banks, schools, and communities. And whites would have quickly broke ranks and hired blacks and sold goods and services to them.

    Jews have proved this point throughout history. As long as governments didn’t take their lives and property, they thrived without being part of the establishment. The same with Italian Americans, who, in spite of the discrimination they faced, have thrived so much that they now rank as high as Jewish Americans in income.

    Whatever he was called by nincompoops, DiMaggio could still whack a baseball. Whatever Italians were called in the local press, my grandfather could still buy a two-flat on Dago Hill in St. Louis and live in a community that continues to thrive today, unlike other parts of town that turned into slums long ago. And whatever I was called by my former boss, I had the satisfaction of quitting and then watching the business go bankrupt.

    Race mongers like Jesse Jackson and Al Sharpton have it backwards. They fake hysteria over insensitive racial remarks by the likes of Don Imus while endorsing government discrimination in the form of affirmative action, set-asides, quotas, and college admission shenanigans. In that sense, they are no different from the southern white crackers of yesteryear who used government power to favor their race.

    It’s enough to turn my head of Brillo-like hair gray.

     ~ We have beautiful bike paths all over the city but yet idiot bike riders would rather ride on Hayden where there are zero bike lanes and traffic is averaging 45 to 55 MPH while the cyclists are doing 25. Do they all have a death wish or do they feel they are superior to the drivers who are just trying to get to work safely and don’t appreciate the obstacle course they have to traverse to accommodate these disrespectful, self-centered, bicycle riders which shows the public the contempt these riders have for the motoring public at large.

    ~Why are our city officials so intent on losing our views of Camelback Mountain?  All this building is ruining the character of our City!  Instead of seeing the desert and surrounding beauty of the flora, you see steel, concrete and weird colors.  This isn't the resort town Scottsdale, AZ.  Since when do cowboys wear sequins, drive limos and chug martinis instead of beers?

    ~ Mary, Mary is quite contrary as the story goes, Jason Rose offered to humanize her and she blew him off (can I say it that way?) to lunch with the owner of the Pink Taco and others. The Lingerie Bowl would be a classic event to show that Scottsdale isn’t the prudish, snobbish city Manross’s actions paint it to be. Boy, she’s alienating everyone now isn’t she. Maybe she needs to lighten up and get out with the real people more. No group, action, or event is sacred or protected from her scorn anymore apparently except for her faithful but blind, deaf, and dumb doobie doo Council majority, City Manager "The Enforcer" Dolan, and City Attorney "I’ll Fix It" Robberson who interprets the laws to suit Mary, Mary. Could it be that Mary has just flat lost it and hasn’t a clue about what she’s really doing? Naa, it’s just that the clouds from global warming have reduced the view of reality from her precious ivory tower…

    ~I think that Gary Boyd is off his rocker!  He complains and editorializes about what's happening in Scottsdale but he offers no plausible solutions to the problems.  Instead, he says that anyone would be crazy to run for office here because this place is so screwed up.  I hope that means that we will not be seeing him running for office - he just likes to hear himself talk and see his stuff in print!  The wife and I will not vote for him!  He is a Manross lover.

    ~The City and School District are two different entities BUT, have in common two leaders who believe in a "project by project" basis without any current/long range planning. ACCOUNTABILITY is sadly lacking in both Manross and Baracy.

     ~ Why is Craig Cantoni's stuff in every edition of the Activist? Does he have an interest in the publication? His stuff pisses me off sometimes. Editors Note: Mr. Cantoni is a very respected author and columnist and sends us items on a regular basis which we appreciate. Most writers "piss off" someone sometime in their careers. He is not a part of, or principal in the Scottsdale Activist. We put Mr. Cantoni's and other writings under "Food for Thought - Take It or Leave it"  because they may not always pertain to strictly Scottsdale subjects as we request but are relevant to some readers. We encourage anyone who wishes, to send us items as long as they are not based on world, national, or state politics. We will eliminate and reserve the right to refuse items we feel don't fit the premise and spirit of the Scottsdale Activist based on our own judgment.

    ~The architecture around the water treatment plant on Hayden and McDonald is already starting to take on a post apocalyptic look with the iron rusting away against the cold harsh appearance of the building!   Certainly a nice compliment to the surrounding dog park and neighborhoods, don't you think?

     ~ We saw the Mayor at the Culinary Festival this last weekend, Who was she sitting with? Where was her husband Larry? No Mary, the Pink Taco is not cooking here today!  Oh Well, there goes dinner......................

    ~The city is lying to those people who live in Villa Monterey about not widening Chaparral Rd and removing their homes.  If I were those people, I wouldn't trust them and I'd continue preparing for a fight.  I heard Manross say that they have no intention of widening that road, but then, I have heard info at transportation meetings about "wait and see" what the high-paid consultants say about the overall plan.  I'll bet you a sawbuck widening Chaparral is an integral part of that plan, and one of the first to be implemented.

    ~Isn't it time for the winter visitors to leave? After all, Al Gore says Global Warming is in full swing and we’re supposed to be hotter than ever already……. or are we? I’ve had to wear a sweater the last few days which is unprecedented for this time of year.

    ~Kudos to the staff at The Activist last week for their wonderful issue!  This on-line newspaper is so hot that everyone is talking about it!  You guys really do your homework and get the TRUE story, not tell people half-truths or complete lies like the City people.  Thank you for a great read!

    ~We were walking our dogs past the new water plant on Hayden at McDonald and have the following questions;

  • We live in a "heat island" so why did the city use dark brown, heat absorbing paint instead of a light, compatible reflective color on the building and the stupid "flying diapers"?

  • Just how long will the wire mesh last before it rusts through allowing all the rocks to fall helter skelter all over the place?

  • It time for whoever is designing all this rusty stuff citywide was put out to pasture permanently, far away from "the West's Most Western Town"..

  • ~I wanted to say thank you to everyone who contributes to the Activist.  My wife and I look forward to this webpage every week.  You all seem very well connected and understand what is happening behind closed doors at the City of Scottsdale. We now read it on Sunday mornings after church but before we read the local newspaper.

    ~I can't believe that the City Attorney Robberson used litigation as an excuse to keep quiet for the major financial disaster she and Dolan created at the Hualapai Water Treatment facility.  Their incompetency is unnerving and costing our city millions of dollars!  We need to get rid of them NOW.

    ~ Although many think the "Stink" in downtown is coming from the Waterfront Project, many of us know that the real "Stink" is coming from the city hall chambers and the City Managers office.

    ~Thank you Mike Merrill for watching out for the code violations!  Jan Dolan clearly doesn't care what that department is doing - she throws money at projects like street furniture, which make no sense, while our neighborhoods go to hell.  We are so appreciative of your insistence that the city take responsibility for their jobs!  Now, can you get rid of Dolan for us too?

    ~Is there any organization to all this construction in Scottsdale?  Everywhere I turn, another street is torn up and lanes are down to one where there were two or three.  What's their hurry?  And when the construction is done, the streets don't look any different except for the fancy bricking medians and more landscaping.  All that for tearing up our streets?  Who's in charge of this fiasco?  Dolan?  Yep thought so.

    ~We love that video on Dolan that is on the www.scottsdaletraffic.com website.  Hits the nail on the head!  Shows her true colors - the money-hungry, Gestapo style control freak that she is.

    ~There are so many things that I'd like to complain about at the City of Scottsdale and can't for fear of retaliation.  As an employee of the City, I want to say thank you for giving us a place where we can air our grievances and not be persecuted for it.  Things really are very, very bad at the City and getting worse every minute, but you already knew that!  Things need to change and that starts with getting rid of key personnel and City officials.  Help us do that!  Vote them out.

    ~We would like to see Jim Lane return to the City Council in 2008 but we are hoping that he starts making better decisions about development in Scottsdale before then.  We think that he is a smart guy but lately, he has been wavering a bit.  That's just not a good position for him to be in.

    ~ ATTENTION CITY COUNCIL: If you want to stop the Union from organizing Scottsdale City Employees, fire Jan Dolan and Deborah Robberson immediately. Signed, Concerned City Employees who DON’T want a Union.

    ~ So Dan Worth (Municipal Services General Manager) says that the costs of paving have increased and therefore they have deferred maintenance on a number of city streets until a later date.  If they hadn’t spent money foolishly on the "Dolan Abortions" as we like to call them (street furniture, neighborhood traffic islands, round-about’s, traffic circles, etc.), the money would be there for the streets now wouldn’t it?

    ~Tony Nelssen has certainly come into his own as a Council member.  I'm glad that he is taking his responsibilities so seriously and helping to set this City straight.  I bet Jan Dolan is wishing he'd never been born!

    ~We just need four votes to get rid of Jan Dolan and begin to dismantle the regime that is ruining our beautiful City.  Any takers?  Elections are coming up soon!  We will throw money at any campaign where they vote to get rid of Dolan.

    ~Is it just me or is Debbie Robberson really a complete boob?  Who hired her anyway?  She always has that "deer caught in the headlights" look about her whenever anyone asks her a question - is she always that lost, overwhelmed and disorganized?  How fortunate are we to have her leading the legal decisions in our City!  No wonder Scottsdale city government is seen a joke!

    ~We used to attend the City Council meetings on a regular basis but stopped doing so months ago because they are so stupid.  Manross sits up there in her center-of-attention chair and babbles incoherently from a script written by her PR people.  All of the voting and motions are staged.  Any deviation from the script is cut short by Manross.  Rarely do we see any real discussion on issues.  Our government is so pathetic.  I'd be embarrassed to be part of that Council!

    ~Light rail or any other rails like street cars have no place in our city.  If they want to build them, move them out of central Scottsdale and along the 101 freeway.  It's only 2 miles from central Scottsdale and our trolley system can transport people to and from the rail stations.  Any government official who wants to put this system right in the middle of Scottsdale Road obviously does not have our city's best interests in mind and is only thinking of themselves and padding their own back pockets and legacies which will follow them to their grave as the worst decision EVER made in Scottsdale.

    Prop 13 Style Property Tax Reform Coming To Arizona

    Prop 13 Arizona, a coalition of elected officials and citizen activists, has organized to bring California Prop 13 style reform to Arizona.  Prop 13 Arizona brings together elected state officials, citizen activists, taxpayer, industry and other political interest groups to form the definitive statewide property tax reform coalition in Arizona.

    Over the next year, representatives of various stakeholder groups will be working together with elected officials and citizen activists to create comprehensive, transformational property tax reform bills and initiatives to include:

    ·         Eliminating classes of property

    ·         Resetting the property tax rate back to no more than 1%, the maximum allowed in the Arizona Constitution

    ·         Setting a 2% annual limit to valuation increases after a property is purchased

    ·         Rolling back current valuations to 2001

    “Prop 13 Arizona: …comprehensive, transformational property tax reform...

    Prop 13 Arizona will:

    ·         Provide comprehensive reform for driving future economic growth and prosperity

    ·         Enable businesses and individuals to plan and budget their tax requirements

    ·         Attract new business to the state

    The work has already begun.  New stakeholders join Prop 13 Arizona each week.  Bills and initiatives are being drafted. The first initiative, C-01-2008, a portion of the reform language, has been filed with additional filings to follow.  Stakeholders from around the state are providing their input in order that the bills and initiatives appeal to the widest segment of the population, amenable to business owners, industry and individuals.

    ~ Scottsdale Legal Defense Fund

    The Scottsdale Activist is very pleased to announce an effort on the behalf of the residents and taxpayers of the city of Scottsdale to promote open, honest and accountable city government. The Scottsdale Legal Defense Fund (SLDF) has been created to take legal action to hold the City accountable when its actions are contrary to state law, the City Charter, City ordinances or the public interest.

    The most necessary ingredient to make the SLDF work will be confidential contributions from concerned Scottsdale citizens who are willing to help their community.  By contributing, we can change the way City Hall does business and insure that our tax dollars will be spent wisely.

    No funds from the SLDF will or can be used for any political purpose.

    Contributions shall be kept confidential as permissible by law and can be made in any Washington Mutual Bank to account number 3114165786 for the Scottsdale Legal Defense Fund. Branch locations are listed below. Contributions are not tax deductible.

    The SLDF has retained the law firm of Miller LaSota & Peters, PLC, in connection with the patently illegal action taken by the Mayor and Council appointing the most recent Scottsdale City Attorney, while ignoring the residency requirement of the Scottsdale City Charter even though the new City Attorney’s contract (according to Scottsdale Republic reporter Laurie Roberts) requires that she reside in Scottsdale.  The City Council action was based on a legal opinion which was reportedly rendered during a closed door Executive Session of the City Council by a subordinate to the then acting City Attorney, who was subsequently appointed to the City Attorney position by a vote during a public City Council meeting. The opinion has been requested as a public document under state law, but the City has not yet provided it. The SLDF will take other appropriate legal actions based on the conduct of the Mayor and Council.
