~ Guest Editorial by George Knowlton The biggest life and death political struggle to maintain total control of Scottsdale in the city’s history is underway. This year’s campaign results will make or break the massive, hugely financed and secret Smoke and Mirrors Manross special interest legacy which has had a serious strangle hold on our city for the past eight or more years. Take a look around you: Our city is in financial turmoil, huge numbers of excellent employees have quit or retired because of the obvious misdirection of the city (some were even fired), tourism numbers have dropped, curbs, gutters and sidewalks are falling apart, we lost Rawhide and the Coyotes, we lost all the tax revenue from Los Arcos, The car dealers are fleeing, Condo sales have tanked and many are in foreclosure, affordable apartments are non-existent, small business development has never been part of the Manross Administration or Chamber of Commerce plan, and the Manross/Council Majority approved projects are going bankrupt or being dropped all together on a weekly basis. The promises Manross, Drake and McCullagh made to the voters during their last campaign to finish the Preserve never happened or even got close to happening. They spent the money everywhere but where it was intended to be spent to the tune of about $280 million taxpayer dollars lost. They could have finished the Preserve AND the Discover Center with that money. The outlook in Scottsdale is anything but "bright" as Manross and crew would have you believe. We can not sit back and watch our city self-destruct under the reign of secrecy, smoke and mirror politics, and the huge influence of special interests and developers any longer. This election is our opportunity to make positive change in Scottsdale. Nesvig and Giller are the only two council candidates so far who have been solely financed by local citizen’s contributions and no developer or special interest campaign dollars according to their campaign finance records. Most other candidates have aligned themselves with special interests through campaign donations from developers, Chamber corporate blood money, or possibly other power broker benefits during this campaign season. The pro-establishment candidates’ future vote and promises have been set in stone and if elected, it will be four more years of the same or worse. Listening to Nesvig and Giller during the campaign, they are the only ones who strongly believe in progress and development according to rules, regulations, standards and policies and are not afraid to hold the Staff’s feet to the fire to get the results necessary to put Scottsdale back on track. Nesvig and Giller don’t owe anyone anything except their loyalty and respect to the citizens and residents of Scottsdale. They will not kowtow to developers or throw a million or more dollars at a campaign like the Chamber has done to get people like Manross, McCullagh, Drake and Klapp elected to take forward the Chambers plans for the future of Scottsdale. Just hearing Suzanne Klapp continually emphasize her small government beliefs and her failure to mention citizen spoken concerns are sickening – although a nice lady, she is a very loyal Chamber board member in actuality through and through – and one of the four supported by the developers with corporate blood money. Her vote will align with that of Manross, Ecton, McCullagh and Drake if elected. Suzanne has clearly committed to the dark side, and she is one of them. Citizens and fairness be damned. She has never mentioned the residents, taxpayers or citizens concerns and needs even once in any of the campaign material or spoken word we have heard. McCullagh’s phony attempt to bond with the public and their interests are seriously overshadowed by his $40,000 plus in developer and special interest funding for his campaign and his "Craven Weasel" obsession for the city to own Arizona American Water Company to which he is a customer and interested party (wants his water rates as low as Scottsdale residents have at the cost to Scottsdale taxpayers). It should be noted that Scottsdale has as many if not more problems with their water systems than Arizona American Water Company has. If his interest was to really make the best decisions possible for Scottsdale and its citizens, then he’d be siding with the everyday citizens, not his own agenda or that of the developers and special interests. McCullagh’s voting record speaks volumes as to where his allegiance lies and it is in total opposition to his promises during his first council campaign. He is a "Brother in kind" to Osterman for being a Manross on-bended-knee toady 100%. Check his record!! Lisa Borowsky is a nice and attractive person but doesn’t have a clue about what this city really needs, has lost, or could have had. She has been called "too busy to answer citizen emails" and seem to have a "holier than thou" attitude when not on the stump. Give her 4 years to get with the program, then we’ll take another look, if she’s still interested that is. Joel BramOweth is as he says, an Enigma. Citizens in North, Central and South Scottsdale have been equally offended by his ideas for progress. Those ideas might work in another city, but the diversity of Scottsdale and it’s citizens is not in agreement with Joel’s ideas. Drake touts her background as though it makes her god-like in nature. Sure Betty is a good seasoned urban planner, but her views and reasons for doing what she does and voting like she does all appear to be financially self-motivated. Betty must be feeling the pinch of a slowing economy as of late – she hasn’t had to recuse herself from a council vote in a while…Hmmmm. In last weeks Activist, we told the truth Betty wouldn’t tell in her campaign literature. IF she tells stories and half truths in her missives to the electorate, what does she do for us on the council? Look at her record; it’s very clear. Manross: Need we say more? The woman is shameless and irresponsible. She takes responsibility for everything others before her started, but will never speak of her numerous errors, illegal signatures and other numerous failings while mayor. She couldn’t lead a brownie troop if her life depended in it. Be wise oh citizens of Scottsdale. Your time has arrived to be seen and heard. Your vote will determine the success or failure of Scottsdale in the future. The Manross/Chamber establishment has wheelbarrows full of developer and corporate money ($1,000,000) and power, but you as the voter can rise up like the Phoenix and quash their efforts with your single vote – your vote counts. Let’s make positive change in Scottsdale for a better future by putting everyone’s single votes together to build a landslide vote AGAINST the secret, smoke and mirrors candidacy of the Manross Machine who has NEVER listened to the citizens from day one…….. It’s time for David to Slay Goliath!! VOTE!! On or before September 2nd!!~ Council Corner ~ Just Who DOES the Council Represent? In a recent editorial the Scottsdale Republic criticized me for what they call "political hijinks" because I want the City Council to vote on the proposal by the developer of the Solis Scottsdale project (formerly known as WaterView) on August 18th instead of waiting to vote until after the election. The hypocrisy of this charge is staggering. Apparently the Scottsdale Republic considers it perfectly fine for the Mayor and her allies on the Council to manipulate the process so that they will not vote on this and other controversial issues until after the September 2nd City election. But if I place an item on the agenda to make sure that Scottsdale voters know where their representatives who are asking for their votes stand on this important issue that somehow constitutes "political theater."What the Scottsdale Republic calls "due process" is really a dodge to spare the incumbents on the Council who are running for reelection from having to squarely commit to the voters where they stand on this controversial issue until after the election has been decided. There are several problems with this project. First, it would be another higher and denser development crammed into Downtown, further burdening city infrastructure and services that are already overtaxed and traffic that is already congested. The proponents of this (and other such projects) want you to believe that increased height and density somehow qualify as "progress" and are necessary for Scottsdale to remain economically viable. On the contrary, making Downtown Scottsdale denser and more crowded will make our city poorer by imposing more costs on the city treasury for infrastructure and city services . The bottom line is that these big, dense projects do not pay for themselves and we, the taxpayers, end up paying the difference.Another problem with this project is that the developer wants the City Council to allow him to offload one of his problems (the substation) on to a Scottsdale neighborhood. This is the second time that the developer has tried to move the substation into a neighborhood, and both times the residents have overwhelmingly (and rightly) complained that they should not suffer a reduction in their quality of life just to enhance the developer’s profit. The question that should be asked here is, why would the City Council consider any proposal that allows any developer to make a profit at the expense of any neighborhood? We on the Council are supposed to be representing the residents, not the developers. From the very beginning the message from the Council to the developer should have been, "you are going to make all of the profit, which is fine, but it is only right and fair that you should also bear all of the costs." Every member of this Council has stated during their various campaigns for office that they stand for protecting neighborhoods. I agendized this item for a Council vote on August 18th, because Scottsdale voters deserve to know, before the upcoming election, which of their Council members really means what they said.Vice Mayor Bob Littlefield ~ Scottsdale Area Chamber Arch Enemy of Residents? Never in my wildest nightmares did I ever conceive of the business community declare that the residents of the City were the enemy, but that is the policy that the Scottsdale Chamber of Commerce has adopted. Not once during the current campaign for council and mayor have your heard any of the candidates refer to the residents, the neighborhoods or give support to the concerns of mature neighborhoods of Scottsdale. Neighborhood revitalization is jargon included in their rhetoric. But that simply means "infill development," nothing less and nothing more. We have people who do not believe that your concerns are important and the incumbents are going to give more of the same. Yes, I do believe that neighborhoods are as important as any proposed new development and their voices should be heard with equal bearing. Residents have already established a long time investment in the community and complied with rules, ordinances, and regulations that are the very basic of municipal law. My concern is that good people who understand that
change must come, and want the community voice to help promote those
changes are going to be going to be ignored because they cannot be
manipulated by the Chamber of Commerce or the affluent developers. Please take the time to vote and think about who and what is behind each candidate. Nancy Cantor ~ Arizona Republic Endorsement a Sham! Pro-establishment pro-developer, pro-special interest newspaper, The Arizona Republic, has endorsed Klapp, McCullagh and Borowsky. Odd that Borowsky was passed over for the Chamber endorsement (and we heard that she was floored by that rejection!) but then, endorsed by the Republic. Sounds like she has decided to partake in a great big dose of the Pro-Establishment poisonous Kool-Aid party – if you can’t beat ‘em, then join ‘em. Like Klapp, she is now ONE OF THEM! OMG!!! – ECTON IN A TIGHT DRESS! She has already married the natives! The last thing that Scottsdale needs is more of the same…pro-special interest, pro-subsidy, pro-John Berry, Pro-Susan Bitter-Smith, Pro-Technical Solutions, no fiscal responsibility and NO citizen or business input. Klapp, McCullagh, Drake and Borowsky represent ALL OF THAT AND A BAG OF STALE CHIPS! All of Borowsky’s banter about open government, citizen voice and less executive sessions is a SHAM! She’s one of them – she’s a Manross follower! Follow the money and support for the true picture of who these people really are…developers, strip clubs, bars, special interests…is this what you want for Scottsdale in the future? Well, vote for any one of the above and that’s EXACTLY what you will get. We want more citizen, small business and neighborhood input with smart growth, attention to fiscal responsibility and an end to our transportation issues, so we in the far North are going to vote Giller, Nesvig and Lane. ~ Sustainable Green Growth Defined We have been asked what we mean by controlled, sustainable green growth so here is our answer. What it means is: That Scottsdale can and needs to grow, but it needs to grow through deliberate conscientious citizen approved planning that includes pay-as-you-go complete infrastructure repair and upgrades first and foremost before any new growth can be considered. It means that growth must be the kind that gives back to the community through the means of the financial monies gained through the sales taxes gained as required under Arizona law from resident friendly businesses, but without the need for excessive bonding that would be needed for everyday expenses because the basic monies needed for those basic needs had been foolishly spent by the current city government on other than they were intended. It means building a deliberate and unwavering plan to complete the Preserve and Discovery Center without using the taxes needed for basic operation and full scheduled maintenance of the city and it’s infrastructure including Parks, Libraries, etc. It means the city government living within its means and determining how we maintain our lifestyle without taxing the residents out of their homes. It means being careful to use our natural resources wisely by maintaining a balance between need and wanton careless use of those resources such as allowing fresh water to run the city gutters to the storm drains and street, park and school lights to be on during the day. It means developing much higher specific levels of reasonable and affordable building standards that reduce the need for natural resource use while maintaining a comfortable standard of living without size restrictions except height. It means maintaining a reasonable market value driven natural level of a population base that is easy to balance against the use of resources through supply and demand for housing, but not by building higher and denser which would be environmentally wasteful and inexcusable based on the available natural resources and available tax revenues in Scottsdale. On a personal note and as only one of many involved in this editorial, I have very minimal to no use for the latest "fad" of global warming being that I worked for Chevron during the 60’s and personally witnessed every foot of the 3" well core sampling to 15,000 feet in the oil-rich Los Angeles basin which my boss (a brilliant man with 2 PhD’s in Geology and Archeology and a devote Sierra Club and John Muir believer) clearly explained and recorded in detail foot by foot, the timing of natural global warming and cooling over the last 2 million years. He also pointed out where the time periods were that made crude oil from dense vegetation which was generated by extreme heat and pressure. It showed that about every 400,000 years, the earth warms then abruptly starts to cool again due to what was deemed to be volcanic action (ash lingering in the atmosphere), shifting of the earths tectonic plates, plus other surface activities such as massive forest fires, massive heat generated dust storms, etc, causing the suns heat to be somewhat blocked (suspended smoke, ash and sand particulates) and a cooling cycle began. As the earth again cooled, the atmosphere was cleared (as it does in the deep winter months) which allowed the warming to begin again; it’s a natural cycle, and yes, mankind can have a very minor affect but it’s so minor it would be totally insignificant with all other things considered and it would be absurd for any mortal to be so blatantly cavalier as to think that mankind is that powerful. We cannot even accurately predict the weather on a weekly basis, why would anyone be so stupid and cavalier as to predict the future when in the 70’s they predicted an Ice Age was eminent? Do we need to be careful and attentive to preserve our planet in a reasonable and responsible manner? You bet we do, but not at a premium cost unaffordable by the masses or that run businesses out of business with overreaching and cumbersome, strictly regimented controls. With all of the above being stated, Scottsdale city government needs to become frugal, realistic and citizen driven with the wise use of our natural resources and available tax revenues in Scottsdale and how we grow our city. Bigger is never better when the city is as "built out" as Scottsdale and has a world wide reputation for being family friendly. Resident families are the base from which all revenues are derived. Tourists are the icing on the cake which provides the extras and niceties we enjoy in Scottsdale. Thanks to the Manross Administration, there is no drawing power for tourists such as Rawhide, etc, anymore. A Bar, Entertainment district and golf courses certainly are not it, therefore sales tax revenues will continue to fall. Scottsdale needs articulate, visionary leaders who believe in open government and consider listening to the citizens of far more importance that listening to greedy, pushy developers such as we’ve seen since Manross, the council majority, and Dolan took over. Orange County California is a prime example of what developer greed, over building and a run-away overspending government brings. San Diego is now also on the brink of bankruptcy due to developer greed, poor planning, government inattention to the citizens, and unwise use of available resources. From what we have heard and seen to date, Jim Lane, Nan Nesvig and Tom Giller are the only candidates on the ballot who consistently and fully understand the citizen wants, needs and understand the responsibility necessary to keep Scottsdale on the cutting edge of being the "World Class City" we once were without being taxed into oblivion and being bankrupted within the decade as the other candidates would inevitably produce based on past performances. ~ Scottsdale Area Chamber = Old Phoenix 40? Scottsdale politics has taken the usual turn that happens when communities are desperate for direction. The most organized group with the most money gets the power and support from those wanting the same power and wealth. In the 1960’s the Arizona Republic aligned with the Phoenix 40 – big business; movers and shakers in the development community, bankers and "wanta be’s." They were finally unceremoniously put out to pasture. The Scottsdale Area Chamber of Commerce is that most organized and most heavily financed group here and now, with the corporate money and the power. Both Scottsdale newspapers have management staff sitting on the policy committees for the Chamber. Do you wonder why Suzanne Klapp was endorsed by the Chamber and the Scottsdale Republic? It might be because she sits on the same committees. Think about it. She has not mentioned one thing about neighborhoods and residents, but boy does she pour it on about businesses. Councilmen and women are supposed to represent all of the community, not one faction or one neighborhood. Ms Klapp does not mention anything about the best interest of the residents, their investment in the community or their futures as we face redevelopment. Think about the vote you cast and who will serve you and Scottsdale better. Vote for those who will provide open discussion, well functioning and a frugal government, an accountable, and responsible, responsive government. Voters of Scottsdale: You and ONLY YOU have the ability to stop the Manross/Chamber Train Wreck before it does any more damage to our city………. VOTE on or before September 2nd!!! by request~Attorney Irvine Fires Off Letter to Council Thursday, Attorney Tom Irvine sent each member of the City Council a letter which in layman’s terms tells them they cannot vote on City Council Meeting Agenda Item 34A from the July 8th Council meeting, which is scheduled to be heard this coming Monday which states: (Click here to see Tom Irvine's letter) "The August 18th Agenda item must be removed from the Agenda and not considered or debated" This concerns the corner of Indian School Road and 68th Street which is owned by the developers of Solis (formerly called WaterView) on the east side of the canal from Camelback north. This owner(s) have paid over 7 million for the Indian School site and are willing to pay another 12+ million to have SRP relocate the electrical distribution station. Irvine calls the request for a council up or down vote just a Political stunt by Littlefield. Littlefield is doing EXACTLY what the residents have DEMANDED he do: make the current council majority make a decision, one way or the other without a bunch of Mumbo Jumbo! If anyone is pulling a political stunt, it’s Irvine and his cronies including the Council Majority! We ALL need to be at that Council meeting Monday, August 18th to see what the City Attorney and the Council Majority do with this problem, then we must each vote accordingly in the election September 2nd or before! SRP wouldn’t need any more power if the density in the downtown area wasn’t being pushed to the sky and they have indicated as much!! Attorney Tom Irvine is again pulling funny looking rabbits out of a hat trying desperately to save not only the developer who has offered over 20 million for a decision in his favor (How much profit will he make?), who is apparently paying his bill, but also the developers zoning attorney John Berry, close associate and confidant and perennial Congressional Candidate Susan Bitter Smith of Technical Solutions, as well as the endorsed mayoral (Manross) and council candidates (Drake, McCullagh and Klapp) of the Scottsdale Area Chamber of Commerce fame! He is also seems to be trying very hard to vindicate and save the work (and possibly money) of his dear friend Susan Bitter Smith and her company Technical Solutions and that of John Berry along with the political careers of Manross, Drake and McCullagh wouldn’t you think? It would also appear Irvine is attempting to make the Chamber endorsees look whistle clean and good in the process doesn’t it? Suzanne Klapp has NEVER been to a citizen sponsors meeting unless it as a council candidate from what we can find, but belongs to most of the fraternal or membership types of organizations which usually don't bother or participate in local issues. Wasn’t Susan Bitter Smith and her company Technical Solutions the ones who did the so called "Public Outreach" on the WaterView (now Solis) development and many other projects which the citizens have been complaining about, and those projects are all slowly going in the dumper? Aren’t Tom Irvine and John Berry very close long time friends of Susan Bitter Smith, and don’t both handle all her problems and vise versa according to the public records? Wasn’t John Berry the attorney who represented the legal interest of this developer and others knowingly requesting items and zoning that was outside of the current general plan and current designated downtown area because he knew that Manross and Company were most probably in his pocket? Isn’t Tom Irvine the same attorney who handled the Hanover referendum defeat over a very minor error which had almost 3,000 citizen signatures when all the citizens asked for was a public vote? Isn’t Tom Irvine the Attorney who handled the Dust Ordinance referendum defeat which also had almost 3,000 citizen signatures when all the citizens asked for was a public vote to take it back to the council for a better, in depth review? Hasn’t Tom Irvine’s name been tied to both Berry and Bitter Smith for decades and especially with these out of code and out of the general plan deals which have started falling apart because of public outcry? Wasn’t Tom Irvine the Attorney who Kevin Osterman gave the official disk of signatures to which bounced Nan Nesvig out of the last election (right or wrong)? Maybe we should have checked Osterman’s signatures when he ran. As we remember he didn’t have all that many either. Could it be that the teaming up of Irvine, Osterman and a shill named Karl Kulich was facilitated by Susan Bitter Smith? Isn’t Judy Eisenhower, a close long time friend and confidant of Bitter Smith, the person who wrote the glowing letter about Susan in the Scottsdale Tribune today (Friday)? Isn’t she also an equally close long time friend and confidant of the infamous Karl Kulich who was the supposed plaintiff in the case against Nan Nesvig? It just seems like there are too many seemingly coincidental things that have happened that Bitter Smith, Berry, and Irvine have been involved in over the last few years and don’t they all seem to go AGAINST the requests and needs of the everyday citizens of Scottsdale? You add all these things together and the combination seems to smack of contempt as well as the signature secret "smoke and mirrors" Manross way of doing business in Scottsdale doesn’t it? ~Chamber Flyer Illegal? Did the Candidates either give to or give permission for the use of their personal photos on the huge fold out Chamber flyer? Would the Chamber kindly show us the dated and written words of permission to use these pictures? If you think that the candidates listed on that flyer didn't know about it, you must live in a cave. Klapp is one of the main people and board member of the Chamber; it's as simple as putting 2 and 2 together for crying out loud isn't it?? It has been reportedly been said more than once publicly by those persons in high places affiliated with the Chamber that "we have access to about a million corporate dollars" to guarantee that our candidates win this election. Where is the PAC which should be registered to do this type of flyer? Some say it isn’t needed because they "aren’t pushing any one candidate". Really?? Isn’t the flyer clearly stating "… Candidates Who Support Scottsdale’s Quality of Life" either a blatant lie or an open suggestion that they are the chosen candidates? As we see it, MOST of the candidates support Scottsdale’s quality of life, but they don’t see it in quite the same light as the Chamber, their endorsees or the monied developers do, do they? Gee, could that be that because the vast majority of the residents want Scottsdale to be the family friendly town it used to be instead of the town built on fads, bars and weird architecture which is what the Chamber is pushing? Are all of those residents wrong? We don’t think so. ~City Denied the Right to Vote The voters of Scottsdale have been denied the right to vote on issues to date that directly affect the public on four (4) separate occasions and all were denounced or rebuked by the current Council Majority of Manross, Drake, McCullagh and Ecton and helped along by the trio of Irvine, Bitter Smith and Berry. Three of the offending Council Majority are up for re-election and are scarred to death that ANY public vote on any of the four issues was to make it to the ballot, there would be a mass turnout of voters which would guarantee their landslide LOSS at the ballot box. This is so vitally important and very scary to Manross that she made personal phone calls to those running the referendums to please stop running them, but couldn’t give any reason why they needed to stop their actions. Mary Manross clearly stated in her 8-08-08 Election Profile Article in the Scottsdale Republic:
Madam Mayor, if you would have attended even one citizen sponsored meeting, which you haven’t in the last 8 years you have been mayor, you wouldn’t have to ask such a stupid question. We don’t see ANYWHERE in any of material from Manross, Drake, McCullagh or Klapp where the words "residents" "citizens" "workforce housing" or any other words describing the needs of common everyday citizen living in Scottsdale, be it north, central or south. We always hear Manross talk about team work yet to read her statement above, all you see is I, I, I. Madam Mayor, there are ZERO "I"s in the TEAMWORK you think you bring to the council!!! ~Readers: It’s incumbent upon you to make Scottsdale all it can be with sustainable, reasonable, planned and "green" growth BY VOTING!!It doesn’t take rocket science to see who can achieve those goals for us, except it doesn’t appear to be the current council majority does it?? There are only two (2) council candidates who have never changed their message from day one and they are Nan Nesvig and Tom Giller. What more does any prudent and reasonable Voter need to know? Vote On or Before September 2nd!!!
~ DANGER!! ……Actual or Perceived? Revisited There was a spill at the Hualapai Water Effluent Treatment Campus on 31 July which was between 150, 000 and 200,000 gallons of effluent which we reported on last week. We asked GM Marshall Brown to answer some questions. Here are his answers and our added comments at the end below the picture. Nancy and George , Sorry this is not coming to you earlier as I had hoped. Below are the answers to your questions. Many of the questions addressed below seem to be consistent with information that was also requested previously in the public records request. I am assuming that between answering these questions and the visit we were able to have at the Water Campus you have received all the information you were interested in (if this is not the case, or if you have additional questions, please let me know). Thanks for your time and interest in the well being of the City and our residents. Marshall. Marshall P. Brown, P. E. Subject: Questions as per Fri. discussion Many thanks to you and Chris for taking the time on Friday to visit with George and me at the Hualapai Facility. Again, allaying the concerns of the many people who now email us is primary and you greatly helped to do that very thing. Here are the questions that I gave to you and I appreciate your taking the time to address them. Nancy Cantor The release was comprised primarily of secondary effluent which had gone through the nitrogen removal process along with chlorine disinfection. The water quality characteristics of this water are comparable to those characteristics typically associated with Class B+ reclaimed water. 2. Was it "backwash water" or was it "effluent?" If both terms apply, wouldn't it have been more responsive to tell the public that it was effluent as stated in the newspaper? The release was primarily of secondary treated effluent, some of which is used for backwash in the tertiary process (at the disk filters). The backwash water, while the lesser quantity, had a slightly higher solids loading but had also gone through the nitrogen removal process along with chlorine disinfection. 3. How did the spill occur? Was it an equipment malfunction or operator error? The release resulted from unanticipated challenges
within the treatment process. The Water Campus Facility is comprised of
four separate process trains. Under routine conditions three of the four
trains are in operation. The cause of the release was associated with
transferring operation from one of the in-service trains to the standby
train. During the process an abundance of solids accumulation in a
secondary clarifier carried into the tertiary process thus temporarily
blinding the filters. This created high water levels in the filters
which in turn overflowed to an equalization/recovery basin with a
capacity of 400,000 gallons. Operators responded to an initial alarm
around 12:15, but at the time the system was observed to be within
normal operating parameters. A subsequent alarm condition was responded
to at approximately 13:00 at which time the high level conditions
resulting in a release were observed. The operators immediately began
responding to the situation following procedures they determined most
appropriate for the situation (considering level of risk, etc.). Process
flows were diverted and other actions were taken to get the tertiary
filters operating within normal parameters. It required approximately 1
hour to adjust the system to stop the overflow release. 4. Did the spill include constituents that required an EPCRA (the Bhopal provisions of the federal Superfund law) notification to either EPA and/or ADEQ? If so, where can you get those notices be provided? No . Secondary effluent is not a listed hazardous chemical, nor is the level of chlorine used during the response. 5. How much was spilled? Approximately 150,000 to 200,000 gallons 6. What actions were taken to respond to the spill? The discharge was minimized by increasing the pumping
rate from the wash water recovery basin, shutting down of the
Microfiltration units (backwash water flows to wash water recovery
basin), and increasing the Activated Sludge rates from Secondary #3. As
flow was diverted from Secondary #3 to Secondary #4 and Aeration basin
#4 was brought online, the equalization/recovery basin level was brought
back to normal level. 7. Were any chemicals used to neutralize the spill in any way? If so, what were they and were any of them, in themselves, toxic? As a precautionary measure, staff sprayed the affected ground with approximately 250 gallons of 12% sodium hypochlorite (chlorine) solution. The solution was applied by spraying it directly onto the affected ground (direct spray applicator). 8. Were workers required to use protective gear when responding to the spill? Standard clothing for field staff on-site includes long pants and steel toe boots. Standard procedure when applying a 12% sodium hypochlorite solution as a spray includes additional personal protective equipment (PPE) of rubber gloves and eye protection. The staff member that applied the sodium hypochlorite on July 31st was wearing the long pants, steel toe boots, rubber gloves and eye protection as required. 9. Isn't there a containment basin for spills of this sort? If so, why did it reach the 101? There is a 400,000 gallon equalization/recovery basin utilized to help contain these types of incidents - for this specific situation, it was overwhelmed resulting in the release. Additional containment is possible by re-routing flows to out-of-service portions of the treatment trains (clarifiers, etc.). Wastewater flows within the plant were re-routed to the out-of -service basins as noted in the answer to question #6. The re-routing of flows involves the manual adjustment of several very large gate valves. Due to the number and size of these gate valves the diversion of flow took some time and contributed to the duration of the release. 10. What kind of training/education is required of operators at the facility? The Arizona Department of Environmental Quality (ADEQ) requires on-site operators to hold an ADEQ Operator Certification no lower than one grade below the classification of the facility. The Water Campus is deemed by ADEQ as a Grade IV facility. The City of Scottsdale Water Resources Department requires Senior Operators on-site to hold ADEQ Operator Certifications at a Grade IV level which is the highest level offered by ADEQ. ADEQ requires Professional Development Hours (PDH's) each year to maintain these certifications. In addition to this certification and ongoing PDH's all operators on-site are required to complete 40-Hour HAZWOPER training along with 8-Hour annual refresher training. Staff at the Water Campus also participate in various OSHA related safety training along with training specific to our facilities. 11. Was there any risk to employees or to users of the 101 as a result of the spill or the response to the spill? No 12. Will any remediation be required as a result of the spill, either onsite or offsite? No 13. Will an official report of the incident be prepared and, if so, when? Yes, letter reports were submitted to the Arizona Department of Environmental Quality (ADEQ) and the Maricopa County Environmental Services Department (MCESD) . Copies of these one page letter reports were provided previously. No other reporting is anticipated at this time. 14. What are the "lessons learned" as a result of the incident? Staff is revisiting the procedures in place to transfer operation from one process train to another and look for areas of improvement that could reduce the possibility of a similar incident. Staff is also investigating the potential automation of the large gate valves used to divert flows between in-service and out-of-service basins. As always staff must thoroughly evaluate options and implement only those that are practical, support our City and Departmental values while maintaining or enhancing our primary objective of providing reliable and safe services at an efficient cost to our citizens. 15. Is the spill subject to any penalties under either Arizona or federal law--without regard to whether the City thinks that they might be imposed? If so, what are they? The City has submitted all required information to the regulatory agencies. We are not aware of any penalties associated with this kind of release; however, penalties are applied by the regulatory agencies based upon their interpretation of the law. ===================================================== See Editors Comments below this picture................
Although we were satisfied with the basic responses to our questions by Mr. Brown and his sincerity, we have since had other calls and emails which claim that we never got all the information which should have been available concerning this spill as well as other spills about which the public was never notified. Below is the gist of those emails and conversations: We just read your article on the spill that
occurred at the Hualapai water campus. What you were told were half truths. There was
very much a danger to human health due to this spill. It is suggested that you talk to the operators on
duty that night, you will get a very different story. This spill happened because the management has
hired very, very green operators. No one knows what is going on, and
they just don't care. This is the second serious incident in a month. About three weeks ago a very large slug of
chlorinated water almost made it into the drinking water system. This department in serious danger. Someone is
going to get hurt if not killed because of the lack of expertise and
experience. Please for the sake of our city residents and customers, don't give up! Dig deeper and you find stuff that will scare you even more. It’s very interesting that we have heard these types of things from other employees and from other departments. They all point to being underpaid and under qualified in comparison to their counterparts in other cities in Arizona. It would also appear that many employees are under motivated and not fully qualified employees who have been hired by the HR department under Neal Shearer to cut expenses at any cost a la Jan Dolan practices. Is putting our citizens in danger a good practice? IT would never have happened under Mayor Drinkwater. We have already asked for all the information concerning any and all spills from any water processing plant (Drinking, swimming pools or Effluent) controlled or operated by the city of Scottsdale as well as spills at swimming pools, but have not seen any such reports at this point in time. Sadly, we feel that there must be much more to this story than we have been told, so hopefully management will take the initiative to correct this possible problem which would seem to be a serious one and communicate with us some more. ~Letters to the Editor letters@scottsdaleactivist.com ~ Promises, Propaganda and Mind Manipulation Election time in Scottsdale tends to bring out the strangest bedfellows no matter what time of year, winter or summer. Promises, promises, propaganda and mind manipulation; none of us are exempt. Kicking back and chatting with the elder stateswoman of Scottsdale Activists, reminds us that some current local politicians will stoop to try to conquer. Looking back at shenanigans, Scottsdale did not reach their peak until the last 10 years. One such individual has an interview in the Scottsdale Republic today, Saturday, August 16, 2008. To get my cohorts endorsement he convinced her that work force housing was a serious issue for him. He does not mention that in his campaign literature and he has not mentioned it in any interviews. Wonder why? Wonder why he has never called the Housing Element of the General Plan into consideration for any of the infill housing in the Downtown area? Wonder why he has never called the Neighborhood Element of the General Plan into consideration for infill projects on the fringe of the Downtown Planning Area? The Housing Element and the Neighborhood Element of the General Plan are just as important as any other element and Mr. McCullagh either does not care to use them or he does not know they exist. In either case he should be ashamed. The elder stateswoman of Scottsdale Activists, a founding member of the Scottsdale Housing Board, a true advocate for social justice, now knows that she has been strung along. Unfortunately, other neighborhood activists, like us, were similarly strung along the first time Mr. McCullagh ran for Council. He does not support neighborhoods, north or south. As for the good of Scottsdale, his consideration is always in dollars for business and if your neighborhood is in the way, look out. Nancy Cantor ~ Chamber Underhanded Ad Under Direct Fire… Dear Mayor and City Council, The Scottsdale City Chamber of Commerce just mailed out a campaign spread for Mayor Manross, Betty Drake and Ron McCullagh. I understand that they endorse these individuals, however, It's interesting the active campaigning the City Chamber of Commerce is doing for these select few. How much did this mailer cost? It's full color and in my opinion, pretty spectacular. Who is paying for it? Is a private not for profit organization like the City Chamber of Commerce legally able to fund the campaign for those select few candidates? As a resident of Scottsdale, this doesn't seem right to me. The question is, is this illegal or just morally incorrect? Please forward any information available regarding these practices and why it may be acceptable. Actions like these by a City organization like the City Chamber of Commerce defeat the purpose of even having a Clean Elections Act. Sincerely, Mary Waddle ~ Lisa "Too Busy to Handle Public Issues"? Lamar Whitmer was overheard stating Lisa Borowsky is "too busy: to handle "public issues" OK, so correct me if I’m wrong, but isn’t Lisa Borowsky running for "public office" and doesn’t that mean that, as a public official or potential one, you "serve the needs of the public"? Well apparently she thinks it means something completely different. Recently, the Chamber of Commerce distributed a very pricey last ditch effort mailer promoting their candidate choices Manross, McCullagh, Drake and Klapp. Full color, four pages, singing the glorious praises of the pro-establishment special interest motivated foursome. Lamar Whitmer took offense to it and rightfully cited some violations of campaign law. Then, he began soliciting assistance from candidates, other than the pro-establishment group, to assist him in filing a complaint against the Chamber for this mailer. When queried as to why he didn’t put his very own candidate, Lisa Borowsky, up to the challenge, he commented that Lisa knows nothing about campaign law and is too busy to do it. Well, excuse us. If this was a campaign violation (as Jim Lane indicates by Messinger’s push for review by the City Attorney), surely Lisa would take the ball and run with it, don’t you think? And granted, we are all busy people, but to say that you are actually too busy to address a public issue, large or small, is just ludicrous! The last thing we need is a Prima Donna Council member who shows up with a purse full of excuses instead of answering emails and issues directed to her by the public. We already have a too of Prima Donna-like Council members – we don’t need any More of them! This is not the first time Lisa has used the "I’m too busy" excuse when it comes to public matters. Earlier in the campaign, Robert Leger posted a request for candidates to engage in an on line blog through the Scottsdale Republic. Lisa’s response to Mr. Leger’s request was curt: blogs require too much time in which to participate in them and she simply did not have the time to answer questions posed to her by the public; she was much too busy with her law practice and campaign to spend time answering these inquiries! Then there were the numerous inquiries by local citizens for assistance which she has blatantly ignored – how do we know? The citizens let us know that she failed to even acknowledge their emails! Public service, my backside! The people be damned! I guess she doesn’t want anyone to know that her knowledge base of city operations is limited to whatever Mr. Whitmer actually tells her! Heaven forbid she should deviate from the script of open government, fewer executive sessions and restoring trust to our city government. Truth be known, Lisa does not know what the heck is going on! Like the other clueless candidates, she is well scripted. And the recent endorsement by the Republic tells us that she has no issue sleeping with the enemy, so to speak, to get what she wants: status and title as a Council member. We should all face facts; Lisa has no real interest in actually performing the duties of a City Council person. She, like the pro-establishment group, is apparently in it for the fame. Do you think she will sit at her computer for hours a day answering 600 emails a week from concerned citizens like Littlefield, Nelssen and Lane do? Do you think she will attend meetings 4-5 times a week during the day or evenings to assist citizens with their neighborhood and personal issues like Nesvig and Giller do? Do you think that she would sacrifice time away from her three year old daughter and Arabian horses to attend weekend events for the city? We have never seen that level of commitment from her. The message to the public concerning this candidate should be crystal clear. Lisa is better at talking the talk than most, well, all except Betty, "I lie like a rug" Drake. Trouble is, she can’t walk the walk. Perhaps Mr. Whitmer would like to rethink his comments concerning his candidate. I don’t know about you, but I want a candidate with a proven track record of performance in the neighborhoods and with the citizens. I want a candidate who actually cares what I think and is not too busy to take care of what I need to have done at the city, not pass me off to some city personnel by making a few phone calls, or ignore my inquiries altogether. Being a Council member is literally a full time job and if Lisa is too busy to handle public requests right now, in their very minimalistic state, then what happens if she is actually elected? God help Scottsdale and its citizens if this person is voted into office. Tom Raleigh ~ Manross Cold-Calls Not Wanted Dear Mayor Manross, I received your voice message from last night. Please do not call me at my home again. You had requested to be taken off of my e-mail list for neighbors. You are not on it. Please refer to the e-mail you received to identify the sender so you can request it of them. Obviously, it was forwarded from another recipient. Sincerely, Mary Waddle ~ Missing Your Primary Ballots? A very interesting thing happened regarding the acquisition of our normal "mail-in" ballots. Since moving here over 11 years ago we signed up for and receive all of our election ballots in the mail and truly like the opportunity to research and make valid determinations as to who and what to vote for in the privacy of our home. We were at a friend’s house the other night for dinner and our friend showed us the ballot that she had received and we discussed it. We mentioned that we always get ours in the mail and she told us that she always did, also, but that she had to call again, as did her husband because the traditional automatic mail-in ballots were not going out for this election as it is part of a "Primary" therefore only those that are registered with a political party get the automatic ballots. If, like us, you are not registered as either a Democrat or Republican, you must call the election office (602) 506-1511 to request your ballot. I did this today and will now receive my ballot. I spoke my piece to the person at the elections office telling them how disgraceful this was and that many, many people like me, would never know that they had to call someone and would simply be expecting their ballots in the mail, as normal. Of course.....the election comes and goes.....no ballots....and most would never know that they were not going to get their ballots unless they made that call! Maybe that is why this Scottsdale election is being held at this time and for this purpose; to reduce the number of people that can vote against Mary Manross! It certainly came to my mind and should be looked into. Keep up the good work, it is appreciated! Regards, Bob Popow ~ Concerning O’Connor and Traffic Calming Were these traffic calming issues regarding schools in South Scottsdale heard by the Joint Committee between the School District and City Council? When was the presentation made? Did the City do a presentation to the SUSD Governing Board and the Scottsdale Parent Council? We used to do those things in order to get a clear picture of needs and get input from the community. We also included the Neighborhood Enhancement Commission in discussion. NEC, by the way, can help neighborhoods put in speed humps, bumps and/or tables, but they must do serious outreach and provide a petition signed by over 2/3 of the neighborhood to get such amenities accomplished. Did you do that in order to put this mess together? I sat on that committee and attended meetings until my last child graduated from Coronado. My last meeting was December 1999. Oddly, that was right before former City Manager Dolan arrived and Mayor Manross came on board at the same time former Superintendent Irwin arrived. None of those three liked open conversation and public participation. I lived with that intersection as part of my daily life for over 47 years and I am not impressed with what is there now. You are going to see traffic avoid that route and use 86th Street and 82nd Street more; or is that what you really had planned from day one? Ms O'Connor you seem to be a nice person, but someone has put you on a track that is hellacious for the residents and will cause you great grief due to your ignorance. You might be surprised who has endorsed who and who hasn't been endorsed. ~ Manross supported "Transportation Terrorism" Okay Ozites, welcome to round 2 of "Transportation Terrorism," supported by Mayor Manross and her cronies in council. Last week we brought to light "yet again" the City Transportation Department illegally installing a speed hump on, "yet gain," another community street without following the process that is "required" for traffic calming. And, "yet again," the incompetent director who runs this department comes up with another milestone in smelly bull pucky that she thinks will pass the smell test with the residents of this city. Somewhere in this edition I am sure that the editor has posted Ms. O’Conner’s response to my e-mail, however we are just going to use certain sections to prove our point "again" and watch how the city council will do nothing and the clueless and useless transportation commission will sit on their hands as residents and ignore the facts. (To see O'Connor's letter, click here) Mary O’Connor makes this comment to me in her e-mail that this is not a traffic calming device and there fore does not qualify for the "required outreach" process to be followed as it is now a "safety issue" for children. I mean really how can you go wrong by making such a claim? Her remarks: "This was not a neighborhood traffic calming project. The intent of the project was to improve safety at the intersection and for the students walking to the school. The raised crosswalk is similar to a speed table; however, it was not installed as a traffic calming device, rather in response to the school's request for a safer crossing opportunity for students at that location." Really? This was not a traffic calming project? It is similar to a speed table, but by city definition of a traffic calming device, and since there is no clear difference between the structural nature of a speed table and what was installed, it is now defined differently? Somewhere in the city codes, which cannot be found, there is a definition, but this was not installed as traffic calming? I mean really, can you believe that someone from Oz would respond with such a mirage of super stupidity to a resident as if we were all just so stupid that we must have not been able to see the fact that the city got caught again doing this illegally outside of the process? I guess a visual of this would be a statement of the City Transportation Department’s level of thinking.
Again, Ms. O’Conner claims that we are incorrect about the issue of cutting off the bicycle lane because the project had not been completed yet, so again I took pictures of how they intend to fix this problem "once the project is completed". "The bike lanes remain continuous on Granite Reef, and they terminate as they approach the stop controlled intersection on Oak Street as they did prior to this project."
Well, it’s funny that Mary also says that bike path remains continuous on Granite Reef as it has always been, but the fact is, in this picture of Oak as it approaches Granite Reef. Oak Street is the route residents use to get to the park Mary also claims that the "bulb" was used to shorten the pedestrian crossing which proves that the intersection was decreased in size and pushes those community members using Oak Street into the path of motor vehicles placing us more at risk! I mean really, just look at how they intend to fix "yet again" another problem that could have been resolved if the community who uses the street for travel would have had input and if the city would have followed the process that is set out in city policies. Okay, so let’s look at the other excuses that our Type "A" Nitwit of Transportation tries to use to condone her actions to illegally place these devices in the roadways of the city and bypassing the policies. "The intent of the project was to improve safety at the intersection and for the students walking to the school." Great try Mary, but this was an area where there has never, and I repeat never, been a problem and the area for crossing was well marked with signs and controlled crossings for students were done with a certified crossing guard. The crossing guard enters the intersection before a child does, and the crossing guard has been trained to hold crossers until traffic is cleared and stopped. Now let’s talk about the amount of students who even cross here as we did our own survey of how many kids even cross this intersection and we found that the reality is the majority of students that are either picked up by bus or by parent is 85 % and that 15% of the kids who walk are going East of the intersection to uncontrolled crosswalks at 87 street and Oak. There are roughly 24 students on any given day who even cross this section of the street. So, do you know why we have never had any problems in the entire time I have lived in this house for nearly 2 decades? Let me show you why we do not have that problem as this is a common fixture for this crossing and we appreciate these folks.
Now, for $80,000 I would love to hear from any Council member with the Cajones to tell it like it is, why we did this project without any public input, without following policy for traffic calming, and why the neighborhoods of this city have had it with Mary Manross and her band of traffic terrorists who can walk into a community and do whatever the hell they please? Better yet I would love to hear from "acting" city manager John Little fully describing how this happens, why it is not torn out and why he sits on the bench like the council with his thumb up his patoot. When is anyone in this city EVER GOING TO ANSWER THE QUESTIONS OF HOW THIS ALWAYS HAPPENS WHEN WE HAVE POLICY IN PLACE? In Mary’s final comments is this line of bullcrap that we always hear and no one realizes we have already done this and it is called POLICY! "Although we do not ask for public input on safety projects, we have had recent discussions on ways that we can improve public notification for these school projects." This was not even CLOSE to being a safety project and again was the city doing everything they can to avoid community input to traffic calming where it was never needed or asked for, but we apparently have money to burn when it comes to transportation projects that are not needed; To hell with the sidewalks, curbs gutters and streets that are falling apart. Editors Note: There are many ways that the City has communicated with schools and the neighborhoods around them before Manross and Dolan, but in the last eight years there have been very few times when representatives of the City have gone before the SUSD Governing Board to discuss community safety issues, nor has the City used the Scottsdale Parent Council to facilitate discussion. A Joint SUSD City of Scottsdale Committee was organized in the late 1980’s, but has met with great infrequency for the last 5 years due to the Manross Administration wanting total control without opposition from anyone including the adjacent residents and property owners. Mary O’Connor is in our opinion, incompetent, doesn’t want necessary resident input, and needs to leave Arizona ASAP. Tempe is the last city where she ruined the street and transportation system according to many Tempe residents and those wanting to visit Tempe’s Mill Street. Tempe residents are all bent over with laughter watching us having to deal with her incompetence and secrecy. They though Scottsdale was smarter than that, but then they didn't know about Manross & Dolan. ~ Council and Mayoral Candidates Information

"I entirely concur in the propriety of resorting to the sense in which the Constitution was accepted and ratified by the nation. In that sense alone it is the legitimate Constitution. And if that is not the guide in expounding it, there may be no security " -- James Madison (letter to Henry Lee, 25 June 1824) "We are either a United people, or we are not. If the former, let us, in all matters of general concern act as a nation, which have national objects to promote, and a national character to support." —George Washington ~Shout and Spout ~ ~What is Mother Mary going to do now that Prop 103 for state land reform has crashed and burned? How will we ever finish the Preserve? Does she plan to give all of our monies away to buy land at extraordinary prices in order to fulfill her legacy and promises to the voters? Jim Lane is right on target to ask those types of questions – right now, one billion dollars in debt, we can not finish the Preserve without State Land Reform. It looks as though Mother Mary was BANKING on this initiative getting on the ballot and passing in order for her to look good to the voters. How many signatures did MOTHER MARY collect?? As usual, promises made and not kept. Perhaps the hidden hundreds of millions of dollars that Jan Dolan stashed (hid) during her tenure with the City will surface to save Mother Mary. ~ If I hear Joe Arpaio’s voice one more time on my answering machine telling me to vote for Bitter-Smith or Klapp, I will puke! Neither one of them will get my vote – neither one cares about our city. ~ I know that we are all in a hurry, but school is back in session now, so please watch for children on and along, or crossing our city streets. Thank you! ~ It’s really interesting to watch who the Arizona Republic and the Chamber dancing toe to toe with their endorsements. They are so afraid of electing people that they can’t control. They have bought and paid for McCullagh, Klapp, Drake and Manross, so they portray all the other candidates as wanting Scottsdale to go back in time. Do they really think we as so blind or stupid that we don’t see how they are manipulating the truth so that they maintain their power? ~ The Planning Commission meeting on 8/14 regarding the Scottsdale Epicenter project was most illuminating and concerning. Apart from the fact that once again the PC seemed quite prepared to negotiate a height increase above 36 feet - something they should not be doing - the most astounding comments from several Commissioners related to other projects. In particular they expressed SURPRISE that other projects they had approved turned out different from what they expected. In particular the Dial building at One Scottsdale was singled out as being much higher than they had thought it would be - DUH!!! Don't these people read the detail of the proposals put forward by the likes of Berry. What is even more alarming is that 3 of the current members of the PC came from the DRB. ~ Nice to see Susan Bitter Smith’s attorney Tom Irvine back in the news doing what he does best, applying questionable legal theories to prevent the citizen’s of Scottsdale from participating in a God Given Right and Democracy: The right to VOTE on a public issue!! ~ The Chamber must be extremely desperate to throw so much money at mailers and TV commercials to get the four golden political whores, Manross, McCullagh, Drake, and Klapp elected. Could it be that their recent polls indicate that their candidates are NOT going to win the popular votes? ~ I am a small business owner in Scottsdale and I can tell you that this city makes it very hard for me to run my business. We do not need more congestion, taller buildings, more taxes or more red tape in order to run our city. We need people in office who will work with us, tell city staff to work with us and make sure we are listened to. We do not need more of the last 4 years. The Chamber is a joke and has not helped us one iota! Me and my business colleagues are voting for Nesvig, Giller and Jim Lane. If the Manross Machine stays in power, a number of us small business people will move to the Phoenix side of Scottsdale Road to get away from the crookedness of Manross. ~ Please Voters, get everyone to turn out to vote so we can save Scottsdale from Mary, Betty, Ron and Suzanne. ~ I see that the pro-establishment foursome has dragged Tom Irvine out of his deep dark cave to come to their rescue again and defend their honor! Does this man have no shame or class? Let’s keep them running scared…why won’t they tell us how they will vote on the substation? It is an agenda item, what do they have to hide??? The public deserves to know just what they can expect if these people are voted into office. My guess is that it will be more of the same for the next four years. No citizen input, no neighborhood outreach, just personal and special interest agendas at work. ~ The Republic’s endorsements were a total joke. Borowsky – PLLLEEAAASSSEEE! Air, air and lots of air up there. I feel a draft.... it must be Queen Mary............ ~ How much money do you think that Chamber of Commerce spent on that fancy schmancy mailer? Candidate pictures were in that mailer THREE separate times. Clearly they are endorsing their positions and election. I’m no lawyer but any layman can easily see that this was the tact they were taking. Illegal you say? Absolutely I say! ~ What will our City Attorney do with Jim Lane’s complaint about the Chamber? My guess is, give still another some gray area weak gobbledygook kind of evaluation on it and forget about it. We need to get rid of that incompetent boobette ASAP. ~ This is one of the worst campaigns I have seen in Scottsdale for a long time. There is so much bad blood out there and I expect, in the next two weeks, to hear a bunch of dirty laundry aired. I will not pay attention to it; I know that it is Osterman, Bitter Smith and Manross and company at work yet again trying to screw up still another election so they can stay in power while lining the pockets of their financial supporters with great zoning that doesn't fit the general plan. The following is the 2007 winning entry from an

"Political Correctness is a doctrine, fostered by a delusional, illogical minority, and rabidly promoted by an unscrupulous mainstream media, which holds forth the proposition that it is entirely possible to pick up a turd by the clean end." Probably not "Politically Correct" but the real sentiments of the majority of true Americans. http://www.youtube.com/watch?v=sEJfS1v-fU0 ~ The Cantoni Confab ~Frightening story: Parents abducted in Coshocton, Ohio By Craig J. Cantoni This is scary stuff. All of the parents have disappeared from Coshocton, Ohio. They must have been abducted by aliens. Fortunately, their children were left behind. They are in the care of South Lawn Elementary School, a public school in Coshocton. A researcher from Stanford University is helping with their care. Most of the children are well-fed, so the care must be excellent. In fact, they are so well-fed that people without my sensitivities might call them obese. The bizarre story of Coshocton was featured on a segment of the August 11 PBS News Hour. A video and transcript of the segment can be found at: http://www.pbs.org/newshour/bb/education/july-dec08/cashgrades_08-11.html Here’s the interesting part: Neither the researcher, the principal, the teachers, nor the kids said anything about the parents being missing. Clearly, parents aren’t important in Coshocton, Ohio. The segment was about an experiment conducted by the researcher. Under the experiment, selected guinea pigs, er, kids, at the elementary school are eligible for a $20 reward for each subject test that they pass, up to a total of $100. The idea is that the kids will get better grades if they are rewarded monetarily for doing so. The experiment follows scores of experiments that have been done on American children by government schools over the years, almost always with disastrous results. In the segment, kids were interviewed, the principal was interviewed, teachers were interviewed, but no parents were interviewed. That’s why I surmised that the parents had been abducted. After all, since parents are ultimately responsible for their children, and since parents are the most important factor in children studying hard and getting good grades, they certainly would have been interviewed had they been available. Had parents been available and interviewed, the reporter could have asked them some pointed questions. Not that the reporter would have, since it’s verboten to ask parents pointed questions in stories about public education. But we can fantasize. Imagine if the reporter had asked parents why their kids were overweight, why they weren’t motivating their children on their own, and, most important, whether the kids’ fathers lived at home. Why is the last question the most important one? Because the evidence is clear that kids without dads in their lives have significantly higher incidences of obesity, dropouts, smoking, crime, and behavioral problems. The Stanford researcher certainly knows this, yet he thinks that a $20 incentive can compensate for the trillions of dollars in incentives given to women over the last 40 years to "marry" the state instead of the fathers of their children. A cynic might think that the researcher is dependent on government grants and has an incentive not to fix the root problem of perverse government incentives. During the segment, the camera panned on the classrooms, showing the holy grails of public education: small class sizes and state-of-the-art equipment and facilities. It didn’t show the subsidized food in the cafeteria, where, given the weight of the kids, broccoli probably isn’t the most popular menu item. The next time the researcher and PBS are in Coshocton, they might want to eat at the local Chinese restaurant owned by Chinese immigrants and stay at the local motel owned by Indian immigrants -- assuming that, like many small towns across the country, Coshocton has both a Chinese restaurant and an Indian-owned motel. They could interview the owners about the reason that Asian kids excel in school. The answer, of course, is that Asian parents haven’t been abducted by the government. An author and columnist, Mr. Cantoni can be reached at ccan2@aol.com. ~A letter to reporters and editors across the land about Hispanics By Craig J. Cantoni Dear Reporters and Editors: You’re in the word business, right? Words have meanings, right? You’re supposed to be a watchdog over government, right? Don’t take this the wrong way, but if you worked for me, I’d fire your ass for incompetence. No probation, no severance, no farewell party. Just collect your things and leave the premises. You can give my name as a reference to prospective employers, but be forewarned that I’ll tell them that you stink. Pee-u, do you ever. You remind me of a "Far Side" cartoon by Gary Larson. A male dog is looking lovingly at a female dog. He says, "Pee-u, do you ever stink. What did you roll in?" Well, I don’t have to ask what you rolled in. It’s obvious that you rolled in the government’s bizarre racial classification system. In other words, you rolled in doggie litter. Then, instead of doing the respectable thing and fumigating yourself, you passed the litter along to your customers. I’m speaking of the stories across the land today about whites being a minority in the US by 2042, and Hispanics comprising a third of the population by 2050. Once again, your government master yanked on your choke-chain and made you drool nonsense. Geez, do you ever look stupid with your eyes bulging and tongue hanging out. Apparently, you don’t know that the original meaning of "Hispanic" was someone from the Iberian Peninsula of Europe. Even Clouseau knew that Iberia is populated by whites, or to be more accurate, olive-skinned whites, similar to Italians. The government expanded the definition to include people from Latin America. Even Barney Fife knew that Latin Americans can be black, white, Native American, or of mixed race. He also knew that they can be of many nationalities and ethnic groups, ranging from Cubans to Puerto Ricans to Mexicans. Those two great detective minds knew these things, but you don’t. What does that say about you? You insist on putting all non-Hispanic whites in one category and all Hispanics in a separate category, even if they are white. Why do you do this to white Hispanics? Do you dislike them? If I were a white Hispanic, that would really piss me off. I’m already pissed off as an Italian-American, because you insist on calling me an Anglo, although I have no Anglo blood in me, unless a Brit on vacation in Italy did something behind a haystack with my great-great grandma. Why don’t Italians and other people from the Mediterranean get their own category? It could be called "Mediterraneanic." Instead, you lump us together with Poles, Germans, Scots, Irish, Bosnians, Russians, Frogs, and scores of other pasty faces. My face might not be pretty, but at least it isn’t pasty. Better yet, if you insist on categorizing people by race, why not use the old-fashioned labels of Caucasian, Negro, and Oriental? Oh, I forgot: That would be offensive. We can’t be offensive, can we? Well, I’ve got news for you mental giants. The government categories that you parrot are also offensive--at least to people with more intelligence than a parrot. Speaking of offensive, you continue to use the word "minority" to describe Hispanics, although they far outnumber Italian-Americans and are now the largest ethnic group in the nation. Why are Hispanics considered a minority but not Italians? Are these questions too tough for you? You do have a journalism degree, right? After all, we know how rigorous journalism school is. No, I’m not winking. I have something in my eye. You’re probably thinking that only a doofus wouldn’t know that "minority" has less to do with being in a numerical minority and more to do with socioeconomic status. It means someone who does not come from privilege and is not part of the ruling establishment. But if that’s the meaning, then why aren’t Scots-Irish in Appalachia affixed with the label of "minority?" I guess I should look on the bright side. By 2042, my progeny might be considered minorities and thus be eligible for government favoritism and racial spoils. Of course, that’s the real purpose behind the government’s weird classification system. Unfortunately, your successors won’t be around to write about it, because by then people will have become sick of your stench and turned to intelligent sources of news and information. In the meantime, please take a bath. You stink. An author and columnist, Mr. Cantoni can be reached at ccan2@aol.comJust click on the logos below to go to these websites.
