========================================== Troop Gift Info, the USO Site, A Gathering of Eagles site, and other Local Websites and Newspaper links are now located in the "Information You Can Use" section of this website.
Above is the supposed contact list for the DRB and Planning Commission. If these links fail to work, blame the board members for participating in the super-secret government run my Manross and Dolan. If you have any questions concerning any planned projects, don't hesitate to contact the ones above who make the decisions. ~ Support the Candidate of Your Choice! FINAL CHAPTER As you all are fully aware, the current powers that be cannot allow Nan Nesvig or Tom Giller to be elected to the city council and will do anything to stop them or they will lose their power to do as they please with our tax dollars. For that reason, we need to collect as many signatures possible for both candidates to make sure any petition signature challenge will be unsuccessful. Petitions will be available for signing at:
Anyone still having signed Petition Sheets out for any candidate needs to get them turned in to the candidates by Monday, June 2nd without fail. If you have a problem, call the Scottsdale Activist at 480-326-2475 and we'll get them to the right candidate for you in time for them to turn them in to the City Clerk!! ~ Scottsdale Traffic Website Up Dated The website, Scottsdale Traffic.com has been updated with new videos and comments from council members. If you want to know the opinions of incumbent City Council candidates regarding current events and hot topics, check out some of the videos on the website. Check it out at: http://www.scottsdaletraffic.com/ ~A Successful City Begins with What? Beverly Lloyd-Lee said it best when she commented in the Scottsdale Republic that successful cities expand on the basic theme under which they experienced their successful beginnings and without losing sight of that theme. Scottsdale, under the leadership(?) of Manross and her administrations have done exactly the opposite. Gone is Rawhide and many of the entities and venues unique to Scottsdale and for what reason? We’ll never know because the Manross Administration went into secret mode and has been in that mode ever since she was elected 8 years ago. The theme "The West’s Most Western Town" was the theme for years and was expanded by Mayor Drinkwater by his manner of western style dress, his friendly and folksy mannerisms, his ability to communicate openly with his constituents, and his ability to humbly admit publicly when he had made a mistake (which he did on more than one occasion). Why the Manross administration tried to dump that theme is very upsetting to the vast majority of the residents who have lived in Scottsdale for 20 or more years. It’s not too late to resurrect the theme before the new downtown plan update is completed. All that is required is to limit the styles, density and heights of projected buildings to accommodate the current infrastructure, parks, and other city amenities currently provided by the city of Scottsdale, and to demand that the tried and true "The West’s Most Western Town" theme be very evident in any and all new projects. This DOES NOT mean zero growth. It DOES mean controlled growth which allows the city to live within its means while growing at a sustainable rate which will keep property taxes low and quality of the city far above the normal American city. There is absolutely no reason to continue on the Manross theme of build bigger, higher and denser to fill the city coffers. What they don’t tell you is that sooner or later all of the things which Manross and the council majority haven’t taken care of will come up and bite all of us in the wallets to the point of no return. It is quite unfortunate that our mayor has zero foresight and can only deal with things she can physically see and point out that SHE did (right or wrong). Infrastructure and the hidden necessities are nowhere on her agenda and will never be as long as she is mayor of Scottsdale. ~ Innovative(?) Additions to our City? One by one, we’ll comment on some of what Mayor Manross and her "Toadies" consider accomplishments during the years she has been in city politics. ~SkySong Cost to purchase land from Steve Ellman through ASUF & ASU: $42 million dollars. Appraised Market Value: $21 million Cost to taxpayers: $120 million for the land and city provided infrastructure plus interest and continuing infrastructure and miscellaneous other costs for life of the 198 year lease. "Green" environmental considerations: None but the trees surrounding the buildings. Current building which have been classed by a LEEDs qualified expert as Class "B", run of the mill economy built office buildings with nothing LEEDs certifiable except possibly the window shades. Direct return to taxpayers on invested tax dollars: None but original cash outlay by the taxpayers of $81 million over the life of the lease without any assessed interest (Wouldn't you like a loan like that?). Consequences: Commercial and other land values have been artificially increased by almost double in the area which makes them too expensive for uses qualified for building in the area. Los Arcos Crossing (now Centrovida) has been caught up in high costs which now seems to be irretrievable under the current and future real estate market scenarios. Lowes came in of their own volition, paid a reasonable amount for the land, built according to the current general plan without subsidies and are a very successful and welcomed addition to South Scottsdale. ~ The Tent at West World Here, the city went against their zoning, code and rules by purchasing, then installed the tent without any permits, totally outside the city codes for the area, and without any real explanation other then "we need it now". The tent has since been recovered for multiple millions of taxpayer dollars and still doesn’t meet city codes, rules, or zoning regulations. An eyesore at best.
Consequences: An ugly tent of questionable color, safety, height and design is being allowed to deteriorate in the Arizona sun instead of building a new multiuse building which the taxpayers have been asking about for 8 years. ~ Current and Past Scottsdale "Land Deal" Follies The insert below shows just some of the ridiculous deals the Manross Administration has made over the last few years. We the taxpayers are paying dearly for these total screw-ups to the tune of approximately $154 Million unnecessary taxpayer dollars!! Add SkySong to this outrageous spending and the total raises to $274 Million. The $274 million in taxpayer dollars spent unnecessisarily by the mayor and council majority could have been used for the Discovery Center at the Preserve, buying Preserve land, and a multitude of other necessities within the city system.
~80 Acres at West World (See map above) The administration paid almost triple the actual appraised value to keep this parcel from falling into the developers hands even thought it never was really needed for use by West World. Consequences: The city now owns 80 acres of land it will have to either use for a long term permanent concert type venue, for overflow parking for those using West World, or try to sell it for 20 to 30 cents on the dollar to get rid of it and the liability it could represent. This would be a huge loss to the Scottsdale treasury and would not be a prudent decision, especially in these economic times. This bad financial decision could have well provided plenty of seed money for the Discovery Center for the Preserve had the Administration had the least amount of vision or foresight at all. ~ Hualapai Boondoggle Mayor Manross signed the State Land Trust lease for Hualapai without Council approval and by doing so most probably went directly against all city ethical and other city laws, ordinances and regulations without ever giving an explanation for her illegal actions, with a cost to the taxpayers of up to an additional $15 million tax dollars plus attorney fees. The council just approved yet another $125,000 to hire an outside law firm to try to get the lease judged an illegal lease. This is all just a weak legal ruse to stall for time for Manross until after the election.
Consequences: A legitimate company (Hualapai LLC) watched as the city made one public blunder after another allowing Hualapai LLC to legally and honestly purchase the property from the state at an open public auction for more than the Council publicly approved the city to pay for the property at Auction. As an end result, the Mayor has been required by the court to be deposed to explain her illegal actions. To thwart this court action until after the election to save Manross from having to testify, the city has hired an outside Legal Team to explain to the court why the lease was illegally signed by the mayor and therefore null and void which would disallow the cost of the lease to be paid to Hualapai LLC. The kicker is that there still hasn't been a court date set. Could the courts be in collusion with the city legal staff for some reason? If a court date is finally set, and should that maneuver fail, they will try to have the mayor deposed in writing which means she doesn’t have to answer directly (personally) because the legal department will write the answers for her, again possibly getting off the proverbial hook of guilty by laying the blame on someone else, such as say long gone Jan Dolan? Either way you cut this turkey, Mayor Manross performed an illegal act which can be claimed to be felonious in many legal and political circles. That $15 million in taxpayer dollars could have been used for the Discovery Center at the Preserve, buying Preserve land, and a multitude of other necessities within the city system. ~The Loss of Rawhide Rawhide was the only truly family oriented place you could spend a wonderful day with your family and guests in Scottsdale. The loss of Rawhide was a major blow to the residents of Scottsdale, the sales tax revenue situation, the tourist industry of Scottsdale, as well as to the city theme "The West’s Most Western Town". There are many serious questions still unanswered concerning that situation to which we’ll never get any answers because of the Manross Administrations smoke and mirrors attitude toward the city residents denies us those answers.
How did this major loss come about? Was there political hanky panky going on so Starwood Enterprises could keep Rawhide (move it to Wild Horse Pass) and keep the land to build an out of character, high density residential development? Did the city offer to allow Starwood to lease or purchase another piece of city property to keep Rawhide in Scottsdale such as the 80 acres at West World which would have been a perfect addition to West World? If not, why not. How was the new zoning handled on the old Rawhide property? ~ The "4333" Building One of the biggest, most ugly, and totally non-western themed buildings ever conceived by modern man was approved by the totally out of touch DRB and approved after one little tree change by our "visionary"(?) mayor and the council majority. This building is to be the entry centerpiece to the Old Downtown area. Please God, spare us from this disaster!!
We still have nightmares of modern spaceships and sea going vessels traversing up and down Scottsdale Road because of this abortion of a building design. Has anyone check the Manross Campaign Contribution list to see if this developer is in there as a contributor? ~ The Hanover Project Another non-western themed major city entry point generic design disaster is the Hanover Project. Here is another development approved by the Mayor and Council Majority which reportedly didn’t even have a set of actual or certified plans, renderings or a materials list for the proposed project at the time of the council vote!! When concerned and irate citizens gathered over 3,000 signatures to put the council vote on the ballot for a decision of the voters in less than a 30 day period, Hanover representative Eric Kenney has and still is doing everything in his power to stop the Referendum from going onto the ballot by using Attorney Tom Irvine with Susan Bitter-Smith and Technical Solutions as the apparent intermediary.
Could political deals of sorts been struck here? Could Susan Bitter-Smith and Mayor Manross be in cahoots to keep anything off the ballot that would bring a larger than normal turnout to the polls which could negatively affect the winning or losing of either of these two candidate (Manross for Mayor and Bitter-Smith for a Congressional seat) or some of the other "Manross Toadies"? The word in the Hanover neighborhood is that Eric Kenney is apparently releasing the areas where the leases had been previously been cancelled or not renewed; isn’t that interesting if it’s true? ~Earll Street Condo’s Here is a project that should have never been allowed or built, is uglier than a mud fence after a Monsoonal downpour, and it removed precious commercial space that could have nicely held a small local market such as a "Fresh & Easy" or something along those lines for those who want to participate in the 24/7 downtown concept.
It never ceases to amaze any of us why council members cannot see past the nose on their faces. Many council members say they don’t believe in subsidies yet a zoning, height and density change such as was granted the Earll Street Condo’s is nothing more than a subsidy because it allows the property owner to gain substantially more profit than he would have under the old zoning rules and regulations without proper and public input from the neighbors as well as a logical and realistic vote from the council. ~ The "New Downtown" of Mayor Manross Our mayor takes regal pride in the supposed "revival" and "revitalization" of the downtown area as one of her greatest accomplishments. Never mind that Manross and the council
majority accomplished the feat of allowing about 80 bars within
any half mile radius from the center of the downtown area. Never mind that this type of transient
business does not provide sustainability for the city in any
manner but heavily increases local crime and out-of-city gang
activity in the area. Never mind that many Scottsdale residents and their guests will no longer go downtown to the galleries and shops after 5 in the afternoon because of the rowdy drunks and disrespectful 20 and 30-Somethings who aren’t afraid to utter a string of expletives to anyone in their way, urinate, puke or pass out drunk in the street, in an alley, or by a lighted city sign because it was all they could see in their drunken stupor.
What does it take to educate our elected representative that the citizens ARE NOT stupid and fully understand the process (probably far better than the politicians) and also understand when that process is being totally abused as it is currently? Maybe what it takes is throwing all of them out of office and replacing them with citizens who are not career politicians and DO understand what the citizens want and know how to give the government back to the citizens the way is supposed to be and the way it was pre-Manross.
… of the trials and tribulations the citizens of Scottsdale have had to endure under the leadership(?) of Mary Manross and the Council Majority. We got rid of one of the major problems, now if we could just get rid of 2 or 3 more......................... Rather than taking the lead of legendary and all around good guy Mayor Herb Drinkwater and run an open administration so all citizens could be involved, Mayor Manross has gone to the "Dark Side" and run our city through Smoke & Mirrors along with reported secret deals from deep within the bowels of city hall where the whole truth never was revealed until after the fact and she knew the action couldn't be reversed. We have an election September 2nd. Do you know for whom you will vote? Are you registered to vote? If not, hurry and register quickly. If you need help registering, call the Scottsdale Activist at 480-326-2475 and we’ll make sure we personally get the form to you and deliver it to the Scottsdale City Clerk in a timely manner. Will you please Vote in that election to save Scottsdale from mediocrity and being an also-ran? ~DRB Selling Citizens Out??355-PA-2008 This infill project is another reason why the Development Review Board, its goals and function need a thorough Charter Review. The DRB has a habit of allowing "setback" footage to be decreased and allowing higher buildings and larger commercial areas for projects in parts of the city where such intense density was not planned. This allows for much increased stress on the infrastructure - transportation/traffic/parking, utilities, water and sewage, open space and allows for all of the consequences of "inverse condemnation." Most of us are not very familiar with "inverse condemnation," but we need to get up to speed on the subject because it plays a real part in property devaluation. It also plays a big part in "neighborhood assemblage" and we all know how our leadership likes to ignore the prospects of both those subjects in discussions of "neighborhood revitalization." Buildings set right on the sidewalks with no landscaping of any kind, nothing to break the monotony of brick and mortar and the heat island effects generated. No parking plans other than more asphalt above ground to contribute to the "heat island" effect, too. Our General Plan contains all of the guidelines that the Development Review Board should be using to make its decisions but isn’t. I wonder if they know that those guidelines can be used as a check list? I wonder if they even know they are there? The same can be said for the Planning Commission. Those guidelines apply to them, too, and can be used as a check list. Forgettaboutit! That would mean the Mayor and Council should do the same thing. Then the City Attorney would have to do it, too, and we know there is no chance in heck that will happen because those people think they have all of the answers anyway. ~ Key Scottsdale Development Project Meetings (1) Current Involvement Opportunities:

Have you ever wondered how much influence The Scottsdale Area Chamber of Commerce has over the Scottsdale City Council, the Mayor, the DRB, the Planning Commission and the city staff? Just take a look at this memo below which was sent to us from some very unhappy sources within both organizations and I think you will see the blatant and obvious answers you didn’t want to see. …..and you thought the Scottsdale Area Chamber of Commerce was just a benign, powerless organization that was just trying to help the businesses within the city of Scottsdale survive……… Guess again!!! ~ Infrastructure Nationwide has Serious Problems For more information on what The Scottsdale Activist and many citizens have been harping on for the last few years, check out the article in the link below. The infrastructure repair costs to taxpayers could exceed $400 BILLION taxpayer dollars unless cities, towns, counties and states don't start acting very soon. http://pubs.asce.org/magazines/CEMag/2008/Issue_01-08/article1.htm ~ Governmentium Running Rampant in Scottsdale Research has led to the discovery of the heaviest element yet known to science. The new element, Governmentium (Gv), has one neutron, 25 assistant neutrons, 88 deputy neutrons, and 198 assistant deputy neutrons, giving it an atomic mass of 312. These 312 particles are held together by forces called morons, which are surrounded by vast quantities of lepton-like particles called peons. Since Governmentium has no electrons, it is inert; however, it can be detected, because it impedes every reaction with which it comes into contact. A minute amount of Governmentium can cause a reaction that would normally take less than a second to take from four days to four years to complete. Governmentium has a normal half-life of 2- 6 years. It does not decay, but instead undergoes a reorganization in which a portion of the assistant neutrons and deputy neutrons exchange places. In fact, Governmentium's mass will actually increase over time, since each reorganization will cause more morons to become neutrons, forming isodopes. This characteristic of moron promotion leads some scientists to believe that Governmentium is formed whenever morons reach a critical concentration. This hypothetical quantity is referred to as critical morass. When catalyzed with money, Governmentium becomes Administratium, an element that radiates just as much energy as Governmentium since it has half as many peons but twice as many morons. ~ A Total Lack of Vision & Reverence for History As you read the article below, insert the name "Scottsdale" in place of "Payson" and change the name of "Event Center" to suit any one of those "centers" you might choose in Scottsdale. And you thought our city government was "innovative" and looking to the future??? We share with Payson, "…painful choices facing a community that wants to prosper -- without squandering the qualities that make it such a wonderful place to live." =================================================== ~ The dog and the bone and the Event Center If you think we in Scottsdale are the only one's with problems, read on......... Makes you wonder if our "beloved" Mary Manross has a family member or dear friend in Payson politics? Payson Roundup, Tuesday, May 27, 2008 We were groping for a fable to stand for Payson's effort to take full advantage of the world's oldest continuous rodeo -- by just about wrecking it. So consider the story of the dog with bone, who upon seeing his reflection in the water grows envious of that bigger bone and grabs for it -- dropping the real bone in the water. And if it's also true that the world's in a grain of sand -- then perhaps the effort to create a premier venue for rodeos and other events offers a metaphor for the whole evolution of Payson -- for better or worse. More than nearly any other issue of public policy, the reinvention of the rodeo grounds captures the painful choices facing a community that wants to prosper -- without squandering the qualities that make it such a wonderful place to live. So go back about 10 years, when the world's oldest continuous rodeo was in its prime, conducted in a relatively cramped, historic log arena in Rumsey Park, shaded by tall pine trees. The structure, the setting, the rollicking informality and cozy size oozed a sense of place -- so that intersection of the cowboys, fiddlers, lemonade vendors and Rotarians perfectly expressed the virtues of a small town in a beautiful place, where you couldn't walk in a straight line for all the howdys. For residents, it was as intimate as a family barbecue -- and for visitors it was a nostalgic taste of a rural lifestyle for which they secretly yearned. But we figured to improve it. And on the face of it -- the plan made perfect sense. Get the rodeo out of its cramped quarters. Take advantage of a big chunk of town-owned land. Free up Rumsey for other activities. Use the rodeo to leverage a host of other events -- and support both the existing casino hotel and a possible convention hotel. Maybe connect it to Main Street, that hoped-for focal point for tourism. So they moved the rodeo and in a painfully poetic blunder burned down some of the trees that created such a wonderful setting when they torched the historic log structure. Now rodeo attendance is down, the delightful assortment of festivals and oddball special events has dwindled and the rodeo and its attendant events no longer dominates life in town as it once did. The town has been master planning the Event Center grounds ever since, twisting the Rubik's cube alignment of events in a frustrated effort to realize the strategic vision behind the move. A hired gun consultant is now working up the fifth or sixth master plan, since the last go-around produced the gleaming vision of a $12-million covered arena no one could figure out how to finance. The latest plan looks wonderful even in its nascent state -- clever, innovative and this time connected to a not-yet-completed financial analysis that will break the project into manageable phases spread out over the next 10 to 20 years. Now if only it felt like the world's oldest continuous rodeo and the amiable, rich-leather, jangly heart of a small town -- the thing that made it so successful for so long. What can we learn from the ambitious but premature "improvement" of the rodeo grounds? Maybe, if it ain't broke, don't fix it. Or maybe just that Payson must take care to first build on what it has before trying to snatch the reflection of what it might be. When it comes to attracting tourists, rebuilding Main Street, "improving" the rodeo grounds, devising a parks plan, working a Forest Service trade -- the most effective change will always honor the character of the town as it now exists. You can't do that by importing theme park plans from places where you never bump into folks you know when you go out to dinner. But then, we were heartened to hear the consultant talk about creating "a sense of place" in the redesign of the Event Center grounds. Granted, it's a architect's slogan -- but fortunately, the planners will be hearing from lots of folks who understand perfectly what sort of place generations of hard-working people have created already here in this beloved town. And perhaps we can have the best of both worlds -- a place that feels like the Payson we love that also satisfies the needs of the financial plan. Perhaps we dropped the bone in shallow water. And we can conclude by embracing the immortal wisdom of Yogi Berra: It ain't over 'til it's over. ~Letters to the Editor letters@scottsdaleactivist.com ~ Why Should the State Control Local Elections? Dear Editor: The "League of Women Voters" can make any rules they wish as to who can be a member of their organization. They can also make rules about which members they will allow to vote when they vote for their officers. For example, they may require that a member’s dues be paid up before they can vote. The organization can also decide on the date their election will be held. It is no business of any state government or the federal government. And further, the organization must pay all expenses associated with their elections. The political parties are no different than the league of women voters. The parties are not constitutionally created as they would have us all believe. In fact George Washington went to considerable length to advise us to not have political parties. So why then are the taxpayers funding the expenses of the parties’ primary elections? And why are state legislatures deciding the dates of the parties’ elections? Jack C. McVickers ~ An Answer to a Scottsdale
Republic Editorial (Wednesday May 28, 2008) The current council approves zoning changes allowing height and density against current zoning parameters claiming that developers are not asking for a subsidy which they ignorantly think is wonderful and follows the rules of private property rights. Isn't increased height and density zoning in fact a subsidy in and of itself? Don't the neighbors have some private property rights too? By allowing height and density not currently allowed by the current General Plan and not requiring monies from the developers to upgrade currently aged and quickly deteriorating infrastructure that their development will add to the deterioration, the council is handing the developer tons and tons of unearned money called profit which is exactly the same as giving a subsidy. The resident taxpayer and their heirs will end up paying a huge price for the giving of these "subsidies". Beverly Lloyd-Lee suggests that all successful cities and towns have themes on which they base all building within the prime areas of the city or town. We do too! "The West's Most Western Town". But our current administration apparently wouldn't know a "theme" or know how to apply it if it bit them in the rear. It would appear that many of the respondents don't feel we need any more height and density then currently allowed and surprisingly, one of them is former councilman Ned O'Hearn! It's also very interesting that apparently many respondents feel by keeping Scottsdale in neat, clean and in excellent condition, maintaining current zoning, and with buildings no higher than currently allowed would be in the best interest of the quality future necessary to provide more than adequate sustainability for Scottsdale in the decades to come. What's really unacceptable is that none of the incumbents except maybe Councilman Lane understand any of this which is exemplified by their apparent stupidity, ignorance and the uninformed and uneducated way they vote on many critical and unnecessarily costly issues. Without providing a healthy (rebuilt) infrastructure system first, we will be paying hundreds of millions in repairs later. A proper yet reasonable transportation plan would allow residents to use their vehicles to get where they want to go quickly and efficiently which is a primary incentive and means to increase local sales tax revenues instead of trying to force them to walk or ride their bikes. By providing wide and friendly city streets with adequate parking, we can stop the natives from driving very conveniently by freeway to Phoenix, Tempe or Mesa to do their shopping. It would be very easy to open up streets instead of closing them down like the current administration is planning to do. Light rail or any rail on city streets is not necessary and not wanted. It’s definitely not an option under any circumstance, but would do well on the entire 101 loop and I-10 rights of way with park and ride lots and city trolleys to transport the workers to their places of work or shopping. Light rail could be easily installed on the 101 loop which would be to everyone's advantage. Does the current administration have the faculties and abilities to understand any of this? Based on their current voting records, closed minds, and questionable actions, the answer is a resounding NO! It's time for a major change and direction in the government of the city of Scottsdale. Can't you tell? Respectfully, It needs to be expressed to all candidates by the voting public that challenges will not be tolerated during this election. Should anyone try to challenge a candidate, unless of course election fraud of a serious nature can be proved, or the incumbents can be tied to the challenge in any way, the voters should not vote for the apparent supporter of the challenge. Signature challenges are for chickens and snakes-in-the-grass who practice dirty politics and need to be stomped out of existence unless it is obvious they don't have enough signatures. To challenge someone who has 200 or 300 signatures over what is required is nothing more than a nasty political hack job. We will know when and why you challenged and we will have the last word with our vote in September, so potential Challengers Beware! Whether I agreed with Nan Nesvig during the last election or not makes not one bit of difference. Not only was she denied a public vote, the public was denied the chance to vote for her. Those who played the dirty trick on her need to be out of the business of politics permanently. I read that the scoundrel who filed the challenge against her is back and causing trouble again. Mr. Osterman, PACK YOUR BAGS and crawl back into your slithery hole! We voted you out and it wasn't because of Nesvig. It was because you "sold out" your voter to the developers long before the election. If I hear one more thing about that Bitter-Smith woman being involved in these underhanded political shenanigans as we read in many publications, she won't get any votes for her race either. It's time to clean up Scottsdale politics by VOTING for those who care about us, not the high rollers and the political animals who pander to them. Reminder: Don't mess with old people who vote!!!
E Slocomb ~Call the Police, the General Plan has been raped and abused! Okay Ozites, it is about time you woke up and learned that our General Plan has been raped, beaten, abused, bastardized and laid to umpa lumpa waste and all while you were out playing golf. It sickens me every time I hear a dimwitted council clown state that many of the new projects they are getting ready to approve comply with the general plan of Oz. The fact is every time they make these claims they are lying through their teeth and defrauding the taxpayers and residents as well as the tourist of this once very successful city. The fact is there are many aspects of the general plan that ALL have to be considered when approving projects in any area of the city but yet the majority of our illustrious leaders only like to harp on one section as they do under land use. Now I have had the luck on occasion to speak with Michael Kelly about this issue and believe it or not we actually see close to an eye to eye on many of the issues of the council claiming they "follow the general plan" when indeed they are not. For those of you not familiar with the General Plan, there are 6 separate but interlocked chapters of the general plan and our leaders when claiming they are following the general plan have left out the other 5 factors of it. For instance, this wording comes from the section of the Character and Design element of the general plan. Scottsdale promotes a quality of development and
redevelopment that is considered above the norm in terms of
aesthetic composition and sustainable durability. The vision of Scottsdale's design and character
strives for quality that is higher than the average or common place While this response may vary in appearance from
character area to character area, the foundation of our vision of a
quality community is based on good design. Various components of the community help to
create and define place, identity and character. Protection of significant historic buildings and
settings. Contain medium-density neighborhoods that include
a variety of commercial and employment centers and resorts. Contain relatively low-density and large lot development, including horse privilege neighborhoods and low-density resorts as well as areas with particularly sensitive and unique natural environments. The reality is that if I were to post everything that the three ring circus is supposed to account for just under this chapter it would take another page and further define everything that our majority of leaders are overlooking based on their ignorance of the plan itself and how all the parts tie together. For that matter we can also consider the fact that our planning department is ignorant to all of this also or we would not keep hearing this all complies with the general plan because the fact is, it does not! Now, even though there is a stated 6 elements in the general plan, you can note the reality of the fact that this is a lie also because of this line from the general plan; "Twelve "Elements" or sections of the General Plan contain the city's policies on character and design, land use, open spaces and the natural environment, business and economics, community services, neighborhood vitality, housing, transportation, growth issues, human services, protection of desert and mountain lands, economic vitality, and the character of neighborhoods." Please note that it states CITY’S POLICIES in this issue and we are not even following that portion of the general plan. Here is a quickie as it relates to community involvement and you feel free to tell me we are even coming close to this statement. "Scottsdale will be a leader in promoting open government processes that are accessible, responsive, and fair to all of its citizen participants. We will reach beyond the minimum standards for citizen involvement and be attuned to the community's growing and changing population as we plan long-term and adjust to intermediate situations and opportunities. Scottsdale will be a community that has collective responsibility and ownership for where it is and where it is going. City processes will be characterized by deliberation, dialogue, and thoughtful, respectful discussion, followed by collaboration for informed decisions and creative solutions. Scottsdale will be a community where constructive dialogue involving individuals, the business community, organizations, institutions, and government is the cornerstone of successful planning, decision making, and community building. We will always consider new ways to promote community involvement recognizing the diversity and unique elements of our community and its citizens." Yeah, I almost fell over laughing also when I read this but moving on lets look at the Economic side of the general plan. No, let’s back up the boat for a minute and lets keep our eyes open for the GLBT folks so we don’t get in trouble. I wanted to point this out to our three ring circus also since they still have no clue about "public participation" and need a refresher course on why we are getting ready to vote their sorry patoots out of office, including the Queen Mother. "Numerous standing and ad hoc committees, commissions, and boards addressing a wide range of subjects have also characterized Scottsdale's tradition of community involvement. And as part of the public involvement process, citizens have spent thousands of hours involved in the planning process, zoning cases and development review cases." Funny how when we object, they are the ones who have no considerations for the residents voices in matters we have spent THOUSANDS OF HOURS working on. Okay, here we are at the "economic vitality" portion of the general plan and we sure as hell missed the mark on this part of the plan. "Economic competitiveness and prosperity will be the means of supporting a quality of life that is distinctive among Valley communities. The competing needs of residents and businesses will be balanced so neighborhoods are protected and enhanced while business districts are competitive and attractive." Quality of life of residents, quality of the
experience of the visitor, and quality of environment of the
community. Continuation of a strong, locally
unparalleled retail environment. Attraction and retention of high quality
employment opportunities for citizens. Preservation and enhancement of Scottsdale as
a world-class tourism destination. Economic stability and a continued high level
of public services for citizens and visitors. A diverse array of goods and services to be
provided for consumers. Access to jobs, resources, and services for
citizens. A vibrant Downtown with cultural and
recreational opportunities for residents and visitors. Business entities that complement Scottsdale's community characteristics such as high quality design standards, desert environment, and resort community lifestyle. Funny, but not once in there did I read that we should destroy our downtown or lose our unique character as this council has done and they have ignored the economic vitality of the city’s general plan also. Actually if you read this part of the general plan which is very important to our sustainability you would note we have missed the mark by leaps and bounds. Okay Ozites, I am not going to go through the whole general plan to make my point that when any council member stands up and utters such ignorance that we are following the general plan when they are promoting a development that actually subverts the general plan. I will leave you with this part of the general plan that makes any of them look like morons. "The city will welcome Scottsdale citizens as partners in making sure that their neighborhoods are the kind in which they want to live and do business in the future. In most cases, neighborhood preservation and enhancement considerations will take precedence over other competing considerations." Again, we could have been a world class community that ranks above everyone instead of the hyperbole that the city has bewildered residents and taxpayers alike about, and this has included the hyper bull dung that gets spouted and reported on by none other than the establishment media known as the Oz Repugnant. Wake up pin heads, you are being led down a road of lies and tax increases that mount to phenomenal amounts of money that is coming from your own pockets! ~A final note about our "General Plan" Okay Ozites, this is where things should be considered as criminal and charges should have been levied against our city council and Mary the Fairy for high treason. Wait, I forgot who the city attorney was and how gutless of a wonder she really is. Here is where things get contentious for me and others as I also own an original disc of the "adopted by the voter’s general plan" and what now appears on the city web page as the general plan. Fact is that since the city updated their web site, they also ILLEGALLY updated the general plan and everyone should call for them to be tarred and feathered in the streets. I have noticed that certain things have been slipped into the general plan of the new website that was NOT the original wording of the general plan that was adopted by the voters. Now trust me when I mention that this is a highly illegal thing to have had happen and requires that someone be held accountable for this travesty to the residents. Okay, back to the issue of who is our legal counsel and how she would have to opine on the issue. Here are some funny things that have made it into the general plan that were not in the original voter approved plan. Remember this was adopted in 2002 and "minor updates" in 2006 that are NOT voter approved, but city staff and council approved and slipped by the residents. Today many other economic activities cultivate
Scottsdale's economic strength including extensive retail
opportunities and the diverse employment base at the Scottsdale
Airpark and in the Downtown. By focusing on these strengths,
Scottsdale is able to broaden its tax base and provide high quality
employment opportunities for its citizens.(2006 NON VOTER APPROVED) Encourage the location of more intense mixed-use
centers and regional employment cores along regional networks while
incorporating appropriate transitions to adjoining land uses Support the physical integration of residential
uses with retail uses to provide opportunities for pedestrian
oriented development. Promote residential uses that support the scale
and function of retail, commercial and employment uses within these
neighborhoods, including the use of mixed-use structures (retail or
office on lower level and residential uses on upper levels). MIXED-USE NEIGHBORHOODS: Mixed-use neighborhoods
are located in areas with strong access to multiple modes of
transportation and major regional access and services, and have a
focus on human scale development. These areas could accommodate
higher density housing combined with complementary office or retail
uses or mixed-use structures with residential above commercial or
office. The Downtown area, some areas of the DC Ranch development,
areas in the Pima Freeway corridor north of the Airpark, the Los
Arcos area, and McCormick Ranch Center area are most suitable for
mixed-use. Recognizes and embraces the diversity of the community by creating an environment that respects the human dignity of all without regard to race, religion, national origin, age, gender, sexual orientation, or physical attributes. (sorry but I cant find this change in the original or the ‘06 unapproved update) Funny to note that if you click on the Master Transportation folly it will take you to the projects page, not the comments of the transportation issues and how we deal with them, just another line of Bull Dung and smoke and mirrors. The reality is that if you do not have a disc of the "adopted general plan" and what the city has illegally thrown in as an "update" when no-one was watching and not voter approved you should be able to imagine how it is we just got screwed again. Lets see, this all took place while Manross and Dolan were ruining the city, oh sorry, running the city behind your backs. So, how will you vote this election season? Will you vote to be lied to for another 4 years or will you dump a lying and backstabbing supposed leader of this city and what it once stood for? In case you are not sure that what I have said is correct, than read this line from the general plan itself and then think if you have ever heard any of our leaders ask about the other elements of the general plan when they are approving all of these costly mistakes. "Although the Land Use Element is often the most visible element of the General Plan, it is only one part of the General Plan. Coordination between and among all of the General Plan Elements is required to have a comprehensive policy document that speaks to the future needs of the community." So the next time you hear one of your elected representatives spouting off about how we are following the general plan, maybe you should ask them some questions about what part of the general plan they are following and why they are not following the other portions as required by law and by what the voters actually approved. ~ Lisa Borowsky ~ Joel Bramoweth ~ Oren Davis ~Richard Mueller "Besides the advantage of being armed, which the Americans possess over the people of almost every other nation, the existence of subordinate governments, to which the people are attached and by which the militia officers are appointed, forms a barrier against the enterprises of ambition, more insurmountable than any which a simple government of any form can admit of." James Madison (Federalist No. 46, 1 February 1788) Justice Joseph Story, appointed to the Supreme Court by our Constitution's principal author, James Madison, wrote in his "Commentaries on the Constitution of the United States" (1833), "The right of the citizens to keep and bear arms has justly been considered, as the palladium of the liberties of the republic; since it offers a strong moral check against usurpation and arbitrary power of the rulers; and will generally, even if these are successful in the first instance, enable the people to resist and triumph over them."
"Wherever indeed a right of property is infringed for the general good, if the nature of the case admits of compensation, it ought to be made; but if compensation be impracticable, that impracticability ought to be an obstacle to a clearly essential reform." -- Alexander Hamilton (Vindication of the Funding System, 1792) ~Shout and Spout ~ ~ All right, where did you hide Cantoni last week? Don't do that to us, we're addicted to the guy even though we don't always agree with him. He's Great writer. ~ I have never been so disgusted as when my husband and I took my 78 year old Mom & Dad downtown. They claim it's the Devils Workshop and no one other than sinners should go there. We saw people openly relieving themselves in the alley, throwing up then going back into a place we assumed was a bar, and a couple who looked like they were doing things that should be left in the privacy of the bedroom. Shame on you Mary Manross and you council members. Especially you Mary, I thought you were a devote Catholic but it appears you're going to hell with the rest of them and confessions won't help you one bit now. We'll pray for you but obviously you are past saving. ~ We were at city hall and overheard a conversation about Susan Bitter-Smith button-holing the council majority members one at a time to get the Westcor and Scottsdale Healthcare 12 story towers approved. SHC claims they don't need and have never asked for such height, and we've never heard Westcor mention anything like that either. Who's pockets is Bitter-Smith lining other than her own? She has just lost our vote for congress. ~ The election is coming and I can't wait to see if one of the incumbents or Kevin Osterman again attacks Nan and also Tom Giller. If either are challenged, everyone we know will vote for the new candidates, not the incumbents under any condition. ~I would like to take this moment to express my sincere admiration for the administrations efforts to convert downtown to a live/work/urinate community. I seriously believe that these types of activities are exactly what we in the community could have expected and welcomed from your misguided and most ignorant efforts to continue on "fixing" downtown to be the place that every city wants to emulate. Fortunately, other cities have made it clear that they have no desire to be like us in any way shape or form and we are truly a city buried by its own misfortunes through leadership, or lack thereof, and the lack of vision (other than money) of the majority of your peers. Thanks for making us the world class city YOU have desired. Now get ready to have your miserable bottoms removed from the Dais for virtually destroying an image we once had of an upscale community and world wide family vacation destination. Editors Note: A picture taken near the non-CUP compliant bar "NEXT" (from www.thedirty.com) accompanied this Shout and Spout to which we will only provide a link with this very stern warning. The picture is far too disgusting to openly print here but unfortunately, this scenario plays out every evening in Manross's "new" downtown bar, excuse us; "entertainment" district. Warning! If you click the link, you do so at your own risk and that is not advised. We’ve been asked to provide the link so …Click Here. ~ So we see that Kevin Osterman is gathering signatures for Suzanne Klapp and Betty Drake. What a nice guy. But wait!! Isn’t he the same Kevin Osterman that attacked Nan Nesvig during the last election and got her thrown off the ballot for minor signature irregularities with the help of a well known Scottsdale congressional candidate and friends? My, my. Such a scandalous web they weave. He roots for the one’s who are favoring the "Queen Mother" and her deadly city-killing projects, but shoots down someone who really cares about the city and her exquisite vision of its future. What’s in it for Osterman? Funny you should ask………~ I guess Mayor Manross never thought about the seedy side of a bar district and didn't plan how to keep it clean. If it was kept clean with regular and intense police patrols, the undesirable drunk patrons wouldn't come to Scottsdale at all, Hooray!! Increase the police patrols and start arresting drunks so we can again start going downtown. ~ When I see the same goons who harassed the Hanover Referendum volunteers collecting signatures for candidates, I make a note not to vote for those candidates using those signature gatherers. ~ I’ve heard that Jim Lane does not like the new expanded General Plan for the downtown area and will vote against it. Has he finally awakened to the wants and desires of the community as a whole? We pray he has because God knows we don’t need another 4 excruciatingly long years of Manross Mayhem, Destruction and drunks. ~ God Bless Tom Giller! He is working so hard to get the necessary signatures to get onto the ballot for council. It’s too bad a select few see him as a pariah. When Tom is elected, the common folk who are 85% of the city, will rejoice that someone who understands success and responsibility has the destiny of Scottsdale in his hands. ~It's nice to see candidates on the streets campaigning. In the last month or so, we seen Jim Lane, Tom Giller, Nan Nesvig, and Joel Bramoweth in our neighborhood. Where are the rest? What happened to Borowsky, Drake, Klapp, McCullagh, Davis, Mueller and Manross? We only vote for those who we see campaigning in our neighborhood. ~ Is it true that Suzanne Klapp, Oren Davis and Betty Drake have paid Derrick Lee, Andrew Chavez, or Mark Jacoby to collect their signatures? We wonder if it's true that Susan Bitter-Smith and Technical Solutions was their facilitator. Isn't Susan running for Congress? Isn't she the one who brings all the tall buildings to the council for approval that the citizens don't approve of? Why would she ruin her chances to be elected by getting involved in local city elections? Does the statement, 'We've always done it like that' ring any bells? Read this article to the end; you'll love it!! The US standard railroad gauge (distance between the rails) is 4 feet, 8.5 inches. That's an exceedingly odd number. Why was that gauge used? Because that's the way they built them in England, and English expatriates built the US Railroads. Why did the English build them like that? Because the
first rail lines were built by the same people who built the
pre-railroad tramways, and that's the gauge they used. Imperial Rome built the first long distance roads in Europe (and England) for their legions. The roads have been used ever since. And the ruts in the roads? Roman war chariots formed the initial ruts, which everyone else had to match for fear of destroying their wagon wheels. Since the chariots were made for Imperial Rome, they were all alike in the matter of wheel spacing. The United States standard railroad gauge of 4 feet, 8.5 inches is derived from the original specifications for an Imperial Roman war chariot. And bureaucracies live forever. So the next time you are handed a specification and wonder what horse's ass came up with it, you may be exactly right, because the Imperial Roman army chariots were made just wide enough to accommodate the back ends of two war horses. Now, the twist to the story: When you see a Space Shuttle sitting on its launch
pad, there are two big booster rockets attached to the sides of the main
fuel tank. These are solid rocket boosters, or SRBs. The railroad line from the factory happens to run
through a tunnel in the mountains. The tunnel is slightly wider than the railroad track, and the railroad track, as you now know, is about as wide as two horses' behinds. So, a major Space Shuttle design feature of what is arguably the world's most advanced transportation system was determined over two thousand years ago by the width of a horse's ass. - And - You thought being a "HORSE'S ASS" wasn't important! ~ Cantoni Confab ~What to do when the rule of law has been replaced by the rule of morons Craig J. Cantoni We’re being ruled by morons. If you doubt this, consider the following crises brought on by the morons. At the end of the sobering list, you’ll find suggestions on what you can do when the rule of law has been replaced by the rule of morons. The Monetary and Fiscal Crisis The problems below have resulted from the Federal Reserve’s easy money, the government’s deficits and unfunded liabilities, and the disincentives to save that are embedded in the tax code and social-welfare programs. - In 2002, one dollar could buy one euro. Today, it takes $1.60 to buy one euro. If it were not for this precipitous fall in the dollar, some experts say that a barrel of imported oil would cost about $80. - From the end of the Second World War until the mid-1990s, the savings rate of US households fluctuated between eight and 12 percent of disposable income. It fell below five percent in the late 1990s and went negative in 2005. - US households hold pension assets of more than $11 trillion, an impressive sounding amount until you realize that the assets only come to about $4,500 per year, per retiree, assuming a life expectancy of 20 years after retirement and a real return on investments of five percent. Many boomers were counting on escalating home prices and stock market valuations to supplement their nest eggs, but now face declines in both. - Astonishingly, each American under the age of 18 is being bequeathed a bill of $800,000 for the unfunded liabilities of Social Security and Medicare of previous generations. - Local state and national governments now consume about 45 percent of national income, versus 12 percent prior to 1930 and 22 percent in 1947. If regulatory costs are added, well over half of income is consumed by the government today. - About 60 percent of the population either works for the government, is in a household where the primary breadwinner works for the government, is dependent on government subsidies or handouts, or works in a private-sector job that depends on government regulations (e.g., tax accountants). And then Americans wonder why politicians pander to special interests. Suggestion: Look in the mirror. The Education Crisis The conventional wisdom says that American high school students are not taught rigorous courses in math and science. Actually, that’s not true for many students, especially high achievers from two-parent families and with college-educated parents. In order to meet the toughened admission requirements of good universities, such students are taking rigorous honors and advanced placement courses that are more challenging than the courses taken by their parents and grandparents. There is an academic crisis, however, within certain minority and socioeconomic groups, a crisis that is exacerbated by high rates of out-of-wedlock births and single-parent families, which in turn have been exacerbated by government policies. But even the high achievers are woefully deficient in economics and political philosophy. Either intentionally or unintentionally, they have been taught a statist, collectivist perspective on economics and government -- a view that is reinforced in college. As such, they become adults who don’t know economic facts like the ones in this article and thus elect morons to public office. The Housing Crisis The proximate cause of the housing bubble and its collapse was greedy homeowners and investors, but the root causes were the Fed’s easy money, the incentives in the tax code that encouraged people to buy more expensive homes than they would have otherwise bought, and government housing policies that encouraged lenders to give unsecured mortgages to unqualified borrowers. These root causes are not being address by our morons in Washington. The Energy Crisis Yes, energy is a crisis, but it didn’t have to be one. A combination of government inaction and the wrong government action has left us with the no real alternatives to petroleum. With foresight and strategic thinking ten years ago, the situation would be different today. The nation would be benefiting from a marked increase in domestic oil production and refining capacity; a marked increase in the use of our massive coal reserves; and the construction of scores of new nuclear power plants, which, although not cheap, could recharge electric cars, heat and air-condition homes, and provide the energy necessary to produce hydrogen for transportation and other uses. Instead, our ruling class has left us extremely vulnerable to interruptions in the supply of oil and to rising fuel prices. They have interfered with the market when the market would have worked, and they have taken counterproductive actions in those cases where markets wouldn’t work. Americans don’t realize that in today’s just-in-time world serviced by 18-wheel trucks, there is only a two- to three-day supply of food and other essentials. We’re standing on a razor’s edge of security. It’s not a stretch to think about an interruption in oil supply triggering food riots. Nor is it a stretch to think about a war over resources. After all, ever since humans learned to stand upright, they’ve been killing each other over resources. The Iraq War Crisis The nation has done a lot of boneheaded things internationally under both Democrats and Republicans, especially in the Middle East. But the Iraq War was particularly boneheaded, considering the foregoing crises facing the country. Only 29 percent of Congress voted against the war, but it’s difficult to recall anyone in Congress or the media asking obvious questions about unintended consequences. It shouldn’t have taken the benefit of hindsight to ask: - When the Sunni regime of Saddam Hussein is removed from power, what will keep Shiites from seeking revenge on Sunnis and rekindling the longstanding hatred between the two branches of Islam? - When the Sunni counterbalance to Shiite Iran is removed from power in Iraq, what will fill the void to keep Iran in check? - If Baath Party members are fired from their government posts, how will they find work and who will run government bureaus and utilities? In addition to the crisis of Iraq, there is the huge cost and ongoing blowback of maintaining over 700 military bases around the world. The Healthcare Crisis The major cause of the healthcare crisis can be summarized in one sentence: The government almost totally destroyed a consumer market in medical insurance and medical care 66 years ago. Now the geniuses in Washington and in the presidential race want to administer the coup de grace to what is left of the market by nationalizing the industry. Just like the Iraq War, politicians and the press are not asking questions about unintended consequences. In addition to the rationing of medical services and long wait times for treatment, the nationalization of the industry could result in lower incomes and higher unemployment for the poor. Studies have shown that as entitlements increase, the poor have less of an incentive to improve their lives. Conclusion Supposedly, we’re a constitutional republic that is ruled by the rule of law. The law specifies how we elect our representatives and how we throw them out of office if they are morons and endanger us. But we’re not throwing them out of office. Worse, we are getting ready to elect one of the Three Stooges to president. What can be done? Nothing. You see, the problem isn’t that we are ruled by morons. The problem is that we are morons for electing morons. An author, columnist and moron, Mr. Cantoni can be reached at ccan2@aol.com.
